Summary

The Supervisor is responsible for directing the work of staff members engaged in conducting high-profile investigations and reviews, The investigations and reviews may originate with requests from the Inspector General, Congress, whistleblowers. They may include special investigations or reviews covering all activities, operations, as well as individuals and organizations having official dealings with SSA. They are is also responsible for investigating allegations of misconduct by employees.

Responsibilities

  • Reviews allegations referred to OI, makes an initial assessment of the potential legal issues and likely complexity, and either
  • Assigns the allegation to a staff member for development, refers the allegation to another OIG component or to SSA for further consideration, or closes the allegation, as appropriate.
  • Directs and oversees the assignment of work to OI staff including all aspects of investigations and reviews and any associated reporting internally to SSA or to the public.
  • Meets with staff to discuss relevant laws, regulations, policies, and procedures, and to advise on investigative plans, conduct of the investigation, and any reporting thereon.
  • The incumbent varies the degree of intervention and direction according to the needs of individual staff and the importance and complexity of the legal and policy issues involved in specific matters.
  • Reviews written work products from staff with the Counsel serving as the second review level. Reviews work for accuracy and completeness and ensures that all staff work product is clear.
  • Plans and conducts administrative and special investigations, reviews, and special projects covering all activities, operations, and personnel of SSA and personnel of OIG, as well as individuals and organizations having official dealings with SSA.
  • Develops investigative work plans, gathers and reviews evidence, drafts investigative subpoenas, interview summaries, and reports of investigation,
  • identifies and questions witnesses, coordinates and consults with criminal prosecutors on referrals of criminal violations and the development of information and evidence for trial.
  • Advises other attorneys, investigators, auditors and others in the conduct of investigations and reviews that originate from a variety of sources, including the IG, Congress, whistleblowers, and the media.
  • Develops and prepares reports of complex investigations, as well as briefing memoranda for SSA OIG management, SSA management, Congress, and the public.
  • Prepares memoranda of fact and law, including advising for or against prosecution in areas of concern to the office.
  • Drafts memoranda of law, correspondence, and other pleadings and briefings after researching statutory and case law.
  • Analyzes and reviews policies, procedures, regulations, technical manuals, and other agency publications for legal sufficiency.

Qualifications

Positions will be filled in the Excepted Service through the use of Schedule A 213.3102(d) appointing authority. Competitive examining procedures will not be conducted. Applicants must meet the minimum qualification requirements shown above. Applicants must possess a law degree and currently be an active member of the bar. You must be duly licensed, authorized and eligible to practice as an attorney under the laws of a state, District of Columbia or US Territory. This is a continuing requirement of the position

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such specialized experience as serving as a Supervisor in an Office of Investigations, Office of the Inspector General. The Supervisor is responsible for directing the work of staff members engaged in conducting high-profile and sensitive investigations and reviews, as well as participating in those investigations and reviews. The investigations and reviews may originate with requests from the Inspector General, Congress, whistleblowers, or through other sources.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.

SF-50
