Management Analyst I /Human Resources

The Overview
As a member of the Strategic Management Services team, this Management Analyst/Human Resources will perform a variety of human resources functions, from recruitment, to onboarding, to processing merit increases, and other related actions. Additionally, a person in this role will be responsible for performing non-human resources related administrative tasks, in support of the administrative team for the Department of Transportation and Environmental Service.

The Opportunity
  • Manage pre-employment/onboarding process (all recruitment activities, as well as promotions, reclassification, resignations and terminations. Coordinates departmental orientation;
  • Leads employee engagement efforts and employee awards and recognition ceremonies to advance the department’s Leadership Philosophy;
  • Analyzes administrative and operational procedures, applying such techniques as flow charts and work measures, and makes recommendations to achieve better accountability;
  • Plans, organizes and coordinates various projects, programs and services involving diverse administrative operations; may administer or manage specific projects, programs and/or services; recommends and assists in installing improved administrative methods, procedures and equipment;
  • Coordinates and expedites reports and program information for departmental input, assist in developing procedures and forms; formulates recommendations and prepares reports and correspondence;
  • Confers with other departments, officials, consultants and explains policies and procedures; may make presentations on assigned projects and programs. Serves as HR Liaison to City Human Resources, managing all personnel matters relating to filing vacancies including recruitment, writing job descriptions, preparing job announcements, placing advertisement, developing interview questions, processing paperwork, and completing the paperwork for interview panel, and hiring process;
  • Provides staff support to committees or other departments; as assigned;
  • Provides general administrative tasks as directed.
The Ideal Candidate
To qualify for this position, all candidates must possess a Four-Year College Degree in public or business administration, and one year of experience in management analysis, customer services resolving end-user problems, or closely-related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

To be considered as an ideal candidate, one should possess experience in public administration with emphasis in human resources, report presentation methods and procedural review and development, legislative processes and procedures with demonstrated experience in provision of docket memoranda and correspondence, provision of reports and memoranda to City Council, City manager and departmental heads; ability to perform the tasks of the position independently and to make decisions, especially in the absence of the supervisor, ability to maintain effective working relationships; ability to communicate clearly and effectively, both verbally and in writing.
