Summary

This position is located in the Office of the Chief Financial Officer (OCFO), Division of Budget (DOB), Budget Operations Branch (BOB). The Supervisor is Maria Schofer. This is a bargaining unit position. This position requires minimal travel.

Travel expenses associated with interview and/or relocation expenses associated with job offer will not be paid.

Selectee will not be subject to Office of Government Ethics Confidential Financial Disclosure reporting requirements.

Responsibilities

As a Budget Analyst in the Budget Operations Branch within the Division of Budget (DOB), responsibilities include assisting in developing and implementing agency-wide policies and procedures to be used in the development of the NRC Budget and for conducting complex budget analyses. The selectee is responsible for supporting budget formulation activities for assigned areas, including presenting the budget request to senior leaders; supporting the publication of NRC's budget request to OMB and to Congress (the President's Budget); and conducting complex financial analyses to support budget formulation.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-12) in the Federal service or equivalent experience in the private or public sector.

Specialized experience is defined as: experience in budget formulation including developing budget requests, writing budget narratives and impact statements, developing budget books - Performance Budget to OMB and Congressional Budget Justification, presenting the budget request, conducting analyses using budget data.

The ideal candidate will be able to demonstrate the following:
  • Demonstrated ability to provide coordination and direction with regard to budget formulation and to resolve formulation questions and issues.
  • Demonstrated written and verbal skills to communicate complex budget issues effectively and concisely to senior leaders and to write budget narratives and impact statements.
  • Demonstrated ability to obtain, review, combine, analyze and present complex budget formulation and execution data, including the demonstrated ability to handle large datasets and deliver complex quantitative analyses using advanced features of Microsoft Excel, including functions and formulas; auto-filtering; pivot table reports; and charting tools.
