Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Operations Support Office, Immediate Office of the Executive Assistant Commissioner, Office of the Chief Medical Officer, Washington, D.C.

NOTE: This position is being offered with an annual base salary range of $110,000 to $252,270 which includes Title 38 Market pay.

This position is located in the Office of the Chief Medical Officer under the Immediate Office of the Executive Assistant Commissioner (EAC) of the Operations Support Office (OS), United States Customs and Border Protection (CBP). The incumbent provides medical direction and oversight of CBP's medical programs. The incumbent is expected to provide highly sensitive expert advice and counsel to the CBP Chief Medical Officer (CMO) and CBP leadership on a variety of highly complex medical issues and key emerging medical policy issues, priorities, and program direction of critical importance to CBP. Duties and responsibilities may include: Supporting the CMO in medical direction and oversight of CBP medical support to the workforce and operations, including serving as acting CMO, when he/she is absent. He/she serves as Senior Medical Officer for CBP leadership with focused responsibility as the dedicated border security medical officer to the U.S. Border Patrol leadership providing expert medical direction, oversight, and advice regarding medical support issues and efforts. Provides medical direction and advice regarding CBP medical support for persons in custody, provides medical direction and guidance regarding public health and infectious disease preparedness and response efforts, and provides medical direction and guidance regarding medical quality management efforts and medical information reporting.
  • Playing a leading role in the development of CBP medical support policy and programs. Representing CBP in relevant forums and with appropriate stakeholders to ensure appropriate coordination and collaboration of medical support to operations. Building relationships with key agency partners and private sector and governmental institutions to establish the program and accomplish the mission.
  • Serving as the day-to-day management official for the supervision and performance management of medical team members. This includes developing performance standards for subordinates, evaluating work performance of subordinates throughout the performance rating cycle, and issues ratings commensurate with achievement of performance goals.
  • Planning prioritizing and assigning work to subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints. Identifies developmental and training needs of employees, providing or arranging for development and training. Cooperates in developing and carrying out affirmative action, efforts to plans regarding staffing, motivation, and training to develop employees.

Qualifications

Basic Requirements: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education, Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

Experience: You qualify for the GP-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: experience in policy development, planning, program management, and oversight of organizational-level operational medical support efforts; experience and expertise in disaster and public health emergency and pandemic planning, preparedness, and response efforts and experience and expertise in operational medical support in a law enforcement, military or humanitarian environment.

Additional Requirements for GP-15: Board certification/Board Eligibility in a medical specialty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
