Responsibilities

As a Supervisory Management Information Specialist, you will:

  • Advise the Assistant General Counsel for the Field Management and IT Division and the Departmental Enforcement Center (DEC) Director in long range planning concerning the field of information technology systems and applications.
  • Evaluate existing systems and applications and determines current and future information technology needs and requirements.
  • Provide technical assistance to the Departmental Enforcement Center and other OGC managers to enable them to realize the maximum potential of management information systems (MIS)/applications, including SharePoint sites.
  • Supervise the development and implementation of MIS, obtains user feedback, and ensures that training for the appropriate program users is conducted properly for all OGC systems and applications.
  • Arrange for demonstration of state-of-the-art information system technologies to top management staff and OGC senior leadership.
  • Completes the necessary procurement documentation and packages for OGC IT systems and applications, coordinates closely with the Office of the Chief Information Officer (OCIO) and the Office of Chief Procurement Officer (OCPO), conducts market research, develops independent government cost estimates, and negotiates with vendors as required.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of General Counsel (OGC),Office of Operations, Field Management and IT Division. OGC is the chief legal officer of the Department, the principal legal adviser to the Secretary and staff of HUD, and includes the head of the Departmental Enforcement Center. OGC provides legal opinions, advice, and services with respect to all Departmental programs and activities, and assists in the development of HUD programs and policies. OGC also provides functional legal counsel on defensive and affirmative litigation and the development of legislation and regulations. The Office of Operations, Field Management and IT Division provides design, development, implementation and maintenance of IT systems and applications for the delivery of management information for OGC offices and the Departmental Enforcement Center, and the day to day technical management of HUD's eDiscovery Program.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.


Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
  • Providing technical advice and guidance on data processing projects and software issues affecting the program office; AND
  • Conducting analysis of information technology to assist in determining the nature of system requirements and whether new systems/applications or enhancements should be developed; AND
  • Assisting in developing and implementing data processing methods and techniques which are utilized in management information activities; AND
  • Drafting the necessary procurement documentation and packages for IT systems and applications; AND
  • Experience assisting attorneys and paralegals in IT or electronic discovery.


Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
