Summary

This assignment is a 1-year non-reimbursable assignment and may be extended up to 3 years.

This position is located within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Operations Support (OS), Office of Intelligence (OI), National Border Security Intelligence Watch (NBSIW).

TS/SCI clearance is required. Local Commuting Area Only.

Responsibilities

The NBSIW provides U.S. Customs and Border Protection executive leadership and field operators with 18x7 monitoring and situational awareness of all issues concerning the Homeland borders. NBSIW leverages its close working relationships with the other divisions in the Office of Intelligence, national and international operational and diplomatic CBP components, and other Intelligence Community agencies to collaborate, and coordinate intelligence of interest, ensuring the proper dissemination of threats to the Homeland.

This position supports and conforms to the mission directives, priorities, and goals established by the National Security Council, Office of the Director of National Intelligence, executive orders, Congress, as well as DHS, CBP, and OI leadership. The individual selected is responsible for applying a full range of analytical knowledge, skills, and abilities to provide intelligence reporting and production in support of operations. This will include gathering, evaluating, and analyzing abstracts data from multiple or specific sources, to produce finished analyses, reports and briefings; and formulate appropriate actions regarding problem areas, technical, or administrative procedures. The individual will also be responsible to provide intelligence support to CBP Attaches, international officers, and other U.S. agency personnel, as well as to foreign partner organizations, in support of CBP goals, operations, and objectives.

Qualifications

Qualifications required:

Intelligence Research Activities: Researches and interprets large volumes of information related to CBP issues and threats within assigned area of responsibility. Uses CBP, DHS and IC databases and tools to gather, review and collate all source message traffic and other communications. Alerts appropriate personnel and organizations to new developments and significant changes for assigned area of responsibility. Provides situational awareness of all events, issues and threats being monitored by the NIW and promptly informs leadership of significant or unusual incidents.

Briefing: Responsible for presenting CBP IE and Intelligence Community, raw and finished production, as well as actionable information, to the CBP Commissioner and the agency's other senior executive staff. This includes identifying, researching, and developing all-source briefings as well as supplementary briefing material.

Intelligence Production: Produces assigned and self-initiated intelligence production based on thorough understanding of threats, conditions, and trends. They will be responsible for drawing meaningful conclusions and producing clear assessments, and presenting findings in written products or oral briefings to superiors, planners, and policy makers.
  • These include, but are not limited to, Intelligence Bulletins, Intelligence Alerts, Leadership Updates, as well as NBSIW daily production.
  • Coordinate intelligence efforts and share information with other personnel within the Office of Intelligence and the intelligence and enforcement communities.
  • Review junior Intelligence Research Specialist' products for content, accuracy, and CBP intelligence priorities.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
