Responsibilities

  • You will provide the full range of legal advice and services to Naval Medical Research Center clients.
  • You will serve as a supervisory attorney within a component of Office of the General Counsel of the Navy (OGC).
  • You will apply expertise in one or more of the technical disciplines of science or engineering to provide, or ensure the provision of, legal advice and guidance on a wide range of patent issues, from basic to more complex or advanced patent concerns.
The NRMC Office of Counsel consists of a paralegal and three attorneys, including the Counsel, who reports to the Counsel and Deputy Counsel, Office of Naval Research (ONR). This is a senior position that will be filled at the GS-15 level.

NMRC is located with the Walter Reed Army Institute of Research in the Innoye Building at the U.S. Army Forest Glen Annex in Silver Spring, Maryland, and is situated between Brooksville Road and Linden Lane. The location is near to Silver Spring and Bethesda, Md. shops, restaurants, entertainment and major highway access. The NMRC is a premier research organization with a network of eight laboratories located throughout the United States and around the world providing operationally relevant health and medical research solutions supporting the operational forces. Research focuses on the following areas: biological defense; infectious diseases; combat casualty care; dental and biomedical research; environmental health; aerospace medicine; undersea medicine; medical modeling, simulation and mission support; warfighter performance; and epidemiology and behavioral sciences. The R&D enterprise has over 1500 employees including researchers, physician- scientists, technicians, administrators and support personnel all dedicated to accomplishing NMRC's mission, vision and strategic goals. Specifically, legal matters supported by the Office of Counsel include intellectual property, technology transfer, fiscal law, civilian personnel law, ethics and standards of conduct, work for private parties, and associated litigation matters."

Qualifications

To be eligible for consideration and selection, applicants must have a minimum of 5-1/2 years of successful experience practicing intellectual property law, including significant experience as a transactional practitioner advising clients. The applicant must have a bachelor's degree from an accredited college or university or equivalent training in: biology; chemistry; immunology, cell biology, medical or biomedical physics; biomedical engineering; or biochemistry, or a related field and the applicant must also have either an advanced degree (at least at the Masters degree level) in a biological; biochemical; chemical; biomedical; or bioengineering field of study from an accredited college or university or at least five years of experience as a research scientist.

The successful applicant must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court, and be admitted to practice before the U.S. Patent and Trademark Office. U.S. citizenship is a requirement of the position and the successful applicant must be able to obtain and maintain a SECRET clearance.

Upon consideration, applicants will be evaluated on (1) the depth, breadth, and quality of their experience in intellectual property law and other legal areas supported by this position as identified above; (2) their supervisory, management, and leadership ability; (3) their analytical, research, and writing skills; and (4) their oral communication and interpersonal skills to include the ability to establish relationships, to work effectively with military and civilian clients, and to work as part of a team. A doctoral degree in: biology; chemistry; immunology, cell biology, medical or biomedical physics; biomedical engineering; or biochemistry, or a related field, is a plus. Familiarity with the Department of the Navy and OGC is not required, but is desirable.
