Chemonics seeks a SeniorFinance and Accounting Director forthe Procurement and Logistics Technology Center (PLTC) business entity within the Global Health Supply Chain Office (GHSCO), located in Arlington, VA. The Senior Finance and Accounting Director will lead all aspects of PLTC global accounting operations, developing and implementing accounting policies and procedures that maximize revenues, safeguard company assets, create efficiencies and improve financial reporting. The accounting and finance director will spear head the establishment of the financial planning/budgeting, pricing, general accounting and financial reporting, invoicing, cash management and accounts payable team and will play a key role in developing a strategy to ensure the financial viability for the PLTC global and country-specific supply chain services. This will include properly pricing services to achieve financial targets and continuously adapting pricing strategies to ensure that they align with client and market needs to achieve business pipeline targets. The director will work closely with the technical team, Chemonics' other supply chain projects, and corporate accounting and finance teams to ensure pricing strategies are responsive to the requirements of each client while complying with PLTC financial requirements and objectives. This position will oversee all aspects of PLTC global accounting operations, developing and implementing accounting policies and procedures that maximize revenues, safeguard company assets, create efficiencies and improve financial reporting. Responsibilities: Responsible for the financial management and accounting functions within the organization Leads the design and implementation of financial and accounting policies, systems and process, budget management, and on-going financial modeling and analysis. Prepares monthly, quarterly, and annual budgets and financial statements under applicable Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS) accounting standard and leads necessary FAR/CAS compliance reporting Records collection of accounts receivable and expenses incurred Performs monthly reporting of actual versus budgeted performance, balance sheet and cash flow and supporting variance analysis Scrutinizes the indirect rate performance as part of closing process and conduct management meetings to discuss indirect cost performance versus budget Prepares financial data and analysis, and appropriate variance comments for presentation to the board of managers Reports on forecasts for country-specific and project-specific budgets through tools, systems, and training Oversees and directs staff in financial planning, analysis, and provides guidance on program financial control in coordination with the Operations Team Ensures compliance with finance requirements, financial management best practices and risk mitigation strategies and approaches Ensures appropriate revenue recognition for various contract types, including profit accrual Supports tracking of LOE and spending against contract ceilings and obligations Leads the development of cost strategies for proposals to maximize competitive advantage. Develops proposal budget templates and narratives Leads the development of pricing strategies to achieve financial targets, adapting these strategies as needed to ensure that they align with client and market needs to achieve business pipeline targets Ensures corporate compliance in financial matters concerning payment requests and all related corporate policies and procedures Supports and directs strategy and contracting logistics to support new business efforts including but not limited to, initial pricing strategy, discount approvals, and contract strategy & negotiations Reviews and translates into cost and pricing models labor, travel and material-related basis of estimate from technical / proposal personnel Performs regular pricing analyses to complete customized pricing requests Supports processing of all signed contracts, including review recognition and invoicing schedule Builds a skilled, high-performing team to achieve positive financial performance tracking Performs other duties as assigned Qualifications: Bachelor's degree in accounting, finance or related, as well as in-dept knowledge of accounting processes and controls, IFRS and GAAP . MBA or CPA preferred. Minimum of 10 years of professional experience with at least 7 years in finance and accounting management. 2 or more years of pricing experience with commercial contracts preferred. At least 3 years of supervisory experience and demonstrated ability to manage and supervise staff, multiple project teams, and remote staff. Knowledge of Generally Accepted Accounting Principles (GAAP) and Accounting department management proficiency required. Experience with financial accounting software required - preference will be given to candidates with a working knowledge of Microsoft Dynamics Financial Modules. Knowledge of FAR and Cost Accounting for Federal Government contracts is a plus. Demonstrated ability to communicate clearly and concisely both orally and in writing, lead effective meetings, and effectively deliver presentations.
