Responsibilities

If selected into Recent Graduates Program , you will be placed in a position as Computer Scientist, GS-1550, Career Ladder 9/11 with full working level to a GS-12 in the RAASdivision.

WHAT IS THE Research, Applied Analytics and Statistics DIVISION? Research, Applied Analytics, and Statistics (RAAS) anticipates and meets customers' needs by providing leading research, analytical, statistical, and technology services. RAAS provides an intellectually challenging and supportive environment for our employees.

WHAT DOES A COMPUTER SCIENTIST DO? Computer Scientists provide engineering and architecture support to major complex projects that support the IRS business mission and IT infrastructure modernization objectives. You will be responsible for a broad range of scientific computer studies and projects to develop new concepts, methods, and techniques to modernize the IRS information technology infrastructure. The work includes application of theoretical foundations of computer science, Open Systems Environment (OSE)Standards, information technology systems architecture, and theoretical models for transformation of information.

The following are the duties of a Computer Scientist. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
  • Identify and analyze highly complex, evolving information technology emerging from Open Systems Environment standards (OSE) to design the IRS Standards Architecture. Develop complex IT studies that include OSE standards to enhance the IRS infrastructure.
  • Identify new complex projects and designs a transition path for projects to migrate into the IRS Standards Architecture and the Systems Architecture. Serve as the computer science expert on project teams conducting solicitation evaluations, complex systems testing, and benchmarking.
  • Formulate models and simulations for the verification and validation of proposed IT systems.
  • Consult on complex problems relating to design and development of integrated systems using emerging and enhanced technologies and standards.
  • Maintain thorough knowledge of all aspects of configuration management to ensure the validity and orderly migration paths of all IT systems.

In order to successfully complete the Recent Graduates Program, you must complete 1 year in the position, a minimum of at least 40 hours of interactive training, and demonstration of successful job performance. If for any reason you do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program.



Qualifications

In the Recent Graduates Program you may qualify based solely on education, experience or a combination of both. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS: (All grade levels)
You must have a Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

In addition to the above, you must meet the requirements described below:

GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes basic knowledge and ability applying methods, and techniques of computer science, the theoretical foundations of computer science, computer systems architecture, database management, numerical analysis, software engineering, operating systems, and algorithmic analysis to analyze diverse modernized IT systems and develop detailed functional requirements and contract specifications for IT systems; Basic knowledge of information systems concepts and practices in several of the following areas: applications development, systems integration, telecommunications, and security; and basic technical knowledge of the discipline and principles of IS configuration management. OR
You may substitute education for specialized experience as follows a Master's or equivalent graduate degree in computer science or in a combination of mathematics, statistics, and computer science. OR
Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in computer science or in a combination of mathematics, statistics, and computer science.

GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes knowledge and ability applying methods, and techniques of computer science, the theoretical foundations of computer science, computer systems architecture, database management, numerical analysis, software engineering, operating systems, and algorithmic analysis to analyze diverse modernized IT systems and develop detailed functional requirements and contract specifications for IT systems; Ability to adapt technical precedents and techniques to design appropriate modifications; Knowledge of information systems concepts and practices in several of the following areas: applications development, systems integration, telecommunications, and security; and technical knowledge of the discipline and principles of IS configuration management. To be qualifying your experience must be sufficient to demonstrate the ability to assist in carrying out research and development activities involving artificial intelligence, emerging technologies or scientific phenomena; design, develop, program, debug, document, maintain, and reengineer software programs; and apply artificial intelligence and other technologies to solve IT systems problems for business operations. OR
You may substitute education for specialized experience as follows a Ph.D. or equivalent doctoral degree in computer science or in a combination of mathematics, statistics, and computer science. OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science or in a combination of mathematics, statistics, and computer science.

For Grades 5 through 11: You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.

*Veterans (as defined in 5 U.S.C. 2108 ) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.

PERFORMANCE APPRAISAL/AWARDS:
Submit a copy of your most recent completed performance appraisal. If a revalidated appraisal is used for merit promotion, the supervisor must prepare a narrative for each critical job element that does not have a narrative describing the performance in the appraisal period covered by the rating.
