Summary

This position is with the Bureau of Indian Affairs, Office of Budget and Performance Management. The Office is responsible for all aspects of the Federal Budget process, including planning, formulation, presentation, justification, and execution. The incumbent is responsible for a full range of budget activities, including formulation, justification, research, collection, development and presentation.
There is one vacancy to be filled in either Reston, Virginia or Washington, D.C.

Responsibilities

  • Advises and provides technical assistance and expertise guidance on executing the BIA?s annual budget as appropriated by Congress.
  • Performs reviews and analysis of the BIA?s budget execution processes, including review and oversight of regional spend rates and fund transfers, for reasonableness and consistency with the BIA's policies and priorities to ensure compliance.
  • Prepares information and data to be used in the oversight and processing of funds including responses and alternative scenarios/recommendations.
  • Interprets and analyzes proposed legislation, appropriations bills, reports, and regulations for impacts on the Bureau's policies, programs, and management.
  • Oversees program suballotments, obligations and expenditures to ensure compliance with Appropriations Act and accompanying House, Senate and Conference Committee reports.

Qualifications

GS-14:
Specialized Experience: To qualify at the GS-14 grade level, you must have one year of specialized experience to at least the GS-13 or equivalent performing all of the following: devising and implementing budget execution; developing operational plans to meet program mission; identifying and correcting issues and discrepancies within budget information; and recommending changes to program policies and procedures to improve effectiveness of operations.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
