Responsibilities

The Support Services Specialist will provide customer support in the areas of records management, continuity of operations (COOP), and contracts that support office mission functions to include mail, supplies, and facilities.
  • Recommends, develops, and implements policies, procedures, goals, and assessments for the AmeriCorps records management program to ensure compliance with federal requirements and regulation. Provides analytical and other support to identify program issues and needs.
  • Serves as technical expert on agency-wide electronic records management program, controlled unclassified information program and other records-related requirements and initiatives.
  • Serves as a Contracting Officer Representative (COR) within the office on variety of contracts. Prepares requirements packages, writes justifications, and executes contracts for supplies and serves.
  • Serves as Purchase Card Holder for supply and service requirement procurements within OFSS.
  • Develops and renders interpretations of Executive orders, OMB guidelines, directives, policies, and precedents within and across agency lines.
  • Plans, organizes, and carries out annual and multi-year budgeting requirements (to include forecasting long-range funding needs of up to 5 years into the future) in support of major activities within Office of Facilities and Support Services.
  • Performs other duties as assigned.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:

Working as a Records Management Officer; AND
Recommending, developing, and implementing policies, procedures, goals, and assessments for records management programs to ensure compliance with regulations; AND
Providing analytical support to identify records management program issues and needs; AND
Developing detailed plans for meeting long range goals of program requirements.

In addition to the qualifications above you must possess a Contracting Officer Representative (COR) Level I Certification by the closing date of the vacancy announcement, with the ability to obtain a Contracting Officer Representative (COR) Level II within 6 months.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

You may also qualify based on a combination of education and experience, if applicable.
