Summary

This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for enabling DTRA responsiveness to WMD and CTN through the creation, maintenance, and enhancement of US Government agreements.

Responsibilities

As a AGREEMENT SPECIALIST at the GS-0301-13 some of your typical work assignments may include:
  • Leads the agreements work effort assuring timeliness, quality and accuracy of products. Performs a multitude of duties involved in drafting, negotiating, analyzing, concluding and monitoring the implementation of a wide variety of agreements, arrangements and understandings; and implementation and administration of policies for DTRA; who performs individually or as a team member an Agreements program.
  • Agreements may be CONUS or within the OCONUS areas of responsibility or with a variety of US departments, services, agencies and commands, or other NATO nation governments and their military/civil authorities, or private industries and organizations. Leads in the development and implementation of DoD agreements associated with international policy and regulations.
  • Serve as the Senior Agreements Specialist planning, organizing, and directing the work for the Operations and Integration Directorate agreements. Assures an even flow and distribution of work, expeditious handling of priority actions, and the meeting of schedules and deadlines. Analyzes proposals and determines the appropriate type of agreement/arrangement depending on the kind and extent of support, and the parties to the agreement. Determines the participants in the joint or sole use of areas, services or facilities.
  • Negotiates interdepartmental, interagency, inter-service, intra-agency and/or international agreements or arrangements. Conducts in-depth research prior to negotiations to ensure the identification of proper facts, specific needs, and correct regulations. Analyzes prior agreements to assure legal and regulatory correctness, and that needs of the users are met. Keeps Division and Branch Chiefs as well as Team Lead informed of problems arising from negotiations and recommends solutions.
  • Prepares agreement documents for Combatant Commands (CCMDs), Services and other DoD organizations. Reviews the same for acceptability prior to their release for internal/external coordination or forwarding to the OI Department Director for approval and signature. Executes the development/modification of major command policies and procedures by revising, developing and proposing new regulations and other directives or by directing performance of same. Researches, writes and coordinates proposed policy decision memoranda for unique and precedent-setting cases.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Utilizing goals, objectives and functions of both the requiring activity and the servicing activity in order to make determinations on whether or not services can/cannot be provided.
  • Negotiating and overseeing complex international agreements, executive agency agreements, interagency support agreements, and other partnership arrangements while adhering to governing policies, precedent-setting decisions, procedures and regulations issued by various echelons
  • Communicate both orally and in writing in order to draft, negotiate, and advise on complex agreements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
