Summary

The incumbent serves as a Management Analyst within VBA Education Service (EDU), and reports to the Supervisor of the Executive Support Staff, in the Executive Management Office.

Responsibilities

  • Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of EDU programs or operations in meeting established goals, measures, and objectives.
  • Analyzes and prepares program status reports for review at all levels related to areas including budget and human resources.
  • Obtains raw data from EDU activities; evaluates and converts data into meaningful charts, networks, and other management tools.
  • Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of EDU programs or operations in meeting established workforce goals, organizational measures, and
  • objectives.
  • Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
  • Determines alternative courses of action and recommends changes in program goals based on trade-offs in time, cost, and manpower requirements.
  • Assists with budget development (research, planning, delivery) and advising on justifications.
  • Assist with overseeing full range of general HR/ Personnel related actions and inquires.
  • Completes analyses of data and identifies programmatically significant findings.
  • Assists with initiations and preparation of procurement which may include determining appropriate cost, cost analysis, and direct communication with vendors.
  • Coordinates with EDU VACO management and technical project officers to develop policies, procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data needed for program.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-13: 52 weeks at the GS-12 level.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
  • Reviewing and interpreting federal human resources statutory laws and regulations and agency wide policies.
  • Experience completing special human capital related projects
  • Experience supporting recruitment actions, staffing and hiring, and labor relations
  • Experience applying analytical and evaluative methods, and techniques to measure and distribute workload
  • Experience utilizing data management tools such as Microsoft Excel or Tableau, for preparing and analyzing workload or performance reports, and providing improvement recommendations
  • Experience drafting budget models to plan and forecast budget estimates for future years.
  • Experience monitoring budget execution to ensure proper use of appropriated funds
  • Exercise management principles and practices, theories and regulations, current/revised guidance, and policies regarding all facets of administrative programs.
  • Provide administrative services and procedures such as forms management, files, directives and correspondence management, records management.
  • Experience working in a cross functional office providing assistance or leading with various administrative work/ projects associated aligned to budget, personnel, logistics, etc.
  • Experience communicating (verbally or in writing) at various agency levels regarding administrative program reports, changes in protocol, and correspondence.

You will receive credit for all qualifying experience, including volunteer experience.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
