About the Position: The primary responsibility of this position is to serve as a Procurement Analyst for the MICC Office of Small Business Programs (OSBP); supporting the Field Directorate Office (FDO) Fort Eustis. This position is located at Fort Eustis, Virginia.

Responsibilities

  • Performs all aspects of contracting oversight, review, and assistance to provide responsive and timely support to customers as relates to the Small Business Program.
  • Provides analyst services, oversight, and support for procurements involving highly specialized, enterprise, and/or complex contracts of significant importance to the MICC Contracting Office.
  • Reviews and analyzes current programs, procurement directives, and advanced acquisition planning information to propose programs that will achieve assigned objectives and goals.
  • Evaluates projected procurement actions to recommend those for accomplishment by the various small business programs components.
  • Performs reviews and analysis of procurements involving complex contracts for new or innovative conceptual acquisition approaches for supplies, service and equipment, research, and construction requirements of significant importance.
  • Conducts research and analyzes the latest market trends, commercial practices, and technological advances for possible use in improving Small Business involvement in Army contracting.
  • Analyzes, evaluates, and reviews procurement programs and issues and develops/issues policy based on research and analysis of complex acquisition problems.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires Level III certification in the Acquisition Career Field ?Contracting? or the incumbent must be able to obtain certification within 24 months of appointment.
  • This position requires temporary duty (TDY) travel up to 25% of the time. Note: the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Procurement Analyst (1102):

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Transcripts must be submitted showing degree completed.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:

Applicant must have at least one year of specialized experience at the NH-02 (GS-11 or equivalent) in the Federal service which includes: 1.Using laws and regulations relative to execution of the various Small Business Contracting Programs. 2. Reviewing and analyzing procurements involving complex contracts. 3. Using automated systems to retrieve data for statistical analysis. 4. Identifying all facets of logistical support during the contracting lifecycle for new or innovative contractual arrangements.
