Summary

This position is located in the Foreign Service Institute, Leadership & Management School (FSI/LMS), U.S. Department of State. The incumbent of this position designs, delivers, evaluates and coordinates mid-level, stand-alone leadership and management training programs that develop leaders for foreign affairs agencies.

Responsibilities

  • Designs, delivers, evaluates and coordinates stand-alone leadership and management training programs to assist in improving the effectiveness of foreign affairs professionals.
  • Designs and delivers leadership, management, and interpersonal skills training sessions as integrated portions of professional and technical development programs throughout the Foreign Service Institute (FSI).
  • Develops, coordinates, and delivers professional development services that improve the operational effectiveness of foreign affairs professionals, State Department Bureaus, offices and overseas missions.
  • Researches, develops and assesses activities related to leadership and management activities, services and curricula of the Division and the FSI.

Occasional travel - Travel within the United States and to overseas countries may be required.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position.

Qualifying specialized experience must demonstrate the following: (1) Experience in delivering multi-day training programs on leadership and management topics at the entry and mid- level. (2) Experience designing courses, modules, and workshops that incorporate adult education principles and experiential learning techniques. (3) Experience writing course designs, course materials, student resource materials, educational aids, and/or similar educational materials. (4) Experience using blended learning, applying educational technology and computer-based training.

Note: Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training / course materials, aids, devices, etc., and evaluation of training results; or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

There is no substitute of education for specialized experience for the GS-13 position.
