Summary

This position serves as the Deputy Associate Director of Learning and Development (L&D), and is located in Washington, DC, Headquarters, National Park Service (NPS), and is supervised by the Associate Director (AD) for Workforce and Inclusion (W&I). As Chief Learning Officer for the NPS, the incumbent's primary role is to formulate and oversee the implementation of a comprehensive strategy for driving Service-wide learning program, direction, goals, and policies.

Responsibilities

The major duties for the Program Manager include, but are not limited to, the following:
  • Directly and indirectly supervises approximately 75+ employees in training, technical, administrative, and clerical occupations. The grade levels of the non-supervisory and supervisory staff range from GS-5 to GS-15 with at least 25% at the GS-13/14 level or above.
  • Ensures L&D employees comply with established performance standards as outlined in each performance/critical element and deals expeditiously with issues of conduct and performance within the authority granted by Federal, agency and bureau regulations.
  • Oversees the design and delivery of training programs, and contracted services. Evaluate and assess programs designed to train and prepare the workforce to succeed in various work roles. Serve as the program manager for NPS' three national training centers and exercise full authority over L&D programs, staff, facilities, contract, and budget matters.
  • Anticipates, prepares for, and ensures implementation of new programs and initiatives promulgated at the Congressional, Department (DOI), NPS, or other levels.
  • Maintains a constant dialogue with the AD W&I, NPS senior executives, superintendents and program managers, and other senior level personnel with regards to strategic direction, new programs, changing management priorities, goals and objectives.

Qualifications

All qualifications must be met by the closing date of this announcement-05/12/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-15 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following activities: Designing and implementing a vision and strategy for learning and development for a complex organization; conducting a robust program for continuous monitoring, evaluation and improvement; training design, development and delivery for diverse and highly decentralized workforce(s), including the the design and delivery of presentations, lectures or other instructional methodologies; establishing advanced theories, concepts and principles of program management to oversee the needs assessment and the resulting development and implementation of learning and development program activities for a highly decentralized organization with multiple job series; preparing, justifying, and managing budgets; and supervising, motivating and coaching employees and leading large learning and development teams to develop and deliver programs to multiple constituencies with differing degrees of education and competencies. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A federal employee who is transferring to the National Park Service from another Federal agency and who does not meet the conditions under 5 CFR §575.102 is not eligible for a recruitment incentive.
Physical Demands: The work is primarily sedentary. Some travel and walking in offices and other typical workspaces is required to attend meetings and conduct discussions with employees and managers serviced. The work does not require any special physical effort.

Working Conditions: Work areas are adequately lighted, heated, and ventilated. The work environment involves everyday risks that require normal safety precautions, however the incumbent may occasionally be exposed to uncomfortable conditions in such places as outdoor park venues.

The National Park Service has determined that the duties of this position are not suitable for telework. Situational telework is permitted only during an emergency or natural disaster and with supervisor approval. This position is not eligible for remote duty work and therefore the location shall not be negotiable.
