Responsibilities

You will:
  • Provide coordination, leadership and guidance in the implementation of a comprehensive system of financial controls;
  • Review internal controls, modify policies and procedures, and implement agency-wide policies that guide the organization toward the accomplishment of its financial management objectives;
  • As Certifying Officer, serve as central point of contact for all budgetary/financial information on funds control for procurement of goods and services;
  • Lead a staff of Accountants and Financial Specialists.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as assessing and reporting on organization-wide financial controls of resources; establishing and operating automated financial accounting and reporting systems; and advising financial managers and other accountants to provide solutions to financial issues.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of accounting theories, procedures, and generally accepted accounting principles and standards; 2) Skill in writing sufficient to develop reports on accounting and financial management issues; 3) Skill in analyzing financial data to draw conclusions; 4) Skill in oral communication sufficient to brief senior management on financial recommendations; 5) Skill in using automated and/or manual accounting and financial management systems; 6) Skill in problem-solving; 7) Ability to evaluate a team's activities and progress, sufficient to distribute workload and prioritize deadlines.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

You must have a bachelor's or higher degree in accounting or a related field such as business administration, finance, or public administration with 24 semester hours in accounting (up to 6 hours in business law counts toward these hours); OR a combination of education and experience with at least 4 years of experience in the related field.

You must also have one of the following: 1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law; 2) certificate as Certified Public Accountant/Internal Auditor; or 3) completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
