Summary

Supervisory IT Program Managers located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

Responsibilities

The position serves as an OTSP Deputy Division Chief. As a Supervisory IT Program and Deputy Division Manager, the incumbent serves as the alter ego to the Division Manager, and is involved with all aspects of Division operations to include the:
  • Management of one or more large IT program(s) coordinating, communicating, and integrating IT projects and program activities. Work encompasses the decision-making and negotiation responsibilities involved in executing the program efforts including stakeholder management, resource management, and portfolio management.
  • Management of IT systems which support one or more phases of the BLS business process including sampling, data collection, estimates, and dissemination; or the operation, maintenance, administration, and enhancement of the information technology infrastructure, Local/Wide Area Networks, and support services required to meet the BLS's information processing, storage and communication needs. The incumbent is responsible for managing IT systems through all phases of the Enterprise Life Cycle.
  • Prioritization and allocation of resources to include multi-year planning and ensuing = BLS and DOL IT standards and best practices are followed. Developing, administering, and executing the operating budget as well as overseeing the efficacy of various IT contracts in provision of services to BLS. Serving as a principal advisor to the most senior BLS and DOL managers and executives. Providing expert technology, systems and operations insight to key Bureau executives in identifying longer-term goals and objectives and executing enhanced and changing program operations requirements. Integrating complex information from multiple sources in order to provide the most complete, pertinent and efficient responses to BLS and external queries.
  • Leadership of subordinate supervisors and professional staff on research, design, development, management, and implementation of IT systems that support all phases of the BLS business process or IT infrastructure; enterprise facilities and services for database management and application support; servers; data storage; remote access; communications; as well as enterprise connectivity and high availability between the various BLS facilities, or in the provision of design development, management and implementation of BLS IT systems.
  • Development of goals and objectives for subordinate supervisors and professional staff, assigning and balancing work, evaluating performance, recommending and approving awards, counseling and disciplining employees, selecting employees for appointments of internal placements, approving employee training, approving employee leave requests and establishing leave rosters. Ensuring that the staff are effectively trained in systems development concepts, IT principles, and operational requirements through all phases of the Enterprise Life Cycle.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Minimum Qualifications

Experience

Experience - IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.

  • AND

    Specialized Experience

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-14, in the federal service. Specialized experience is defined as BOTH of the following:

    1. Extensive experience managing IT application development projects in an Agile environment. This level of experience must have demonstrated the full range of IT Project Management and responsibility for defining the scope, determining required resources, risk management, defining requirements for deliverables, quality control and assurance, and financial management.

    2. Extensive experience independently designing and developing complex application software for business applications. An experience indicator at this level includes both of the following: authoring software architecture work products such as object-oriented business and class models, sequence diagrams, activity diagrams, and/or technical specifications AND developing applications for multi-tiered environments consisting of web, application, and database layers.

    Education may not be substituted for experience at this grade level.

    • -Web Technology: Knowledge of web technologies, tools, and delivery systems, including web security, privacy policy practices, and user interface issues
    • -Technology Awareness: Knowledge of emerging technologies for business processes
