Summary

This position is located in the Security and Facility Management Section (SFMS) of the Executive Office (EXO) within the Antitrust Division (ATR). EXO delivers the professional management services that power ATR's people and mission. Within EXO, SFMS manages Division-wide security, space and facilities services.

Responsibilities

As a Physical Security Specialist, major duties include, but are not limited to, the following:
  • Conducting preliminary site surveys to evaluate threat levels, working conditions, and time constraints. Utilizing such information to determine enforcement or search methods and the need for additional law enforcement support.
  • Serving as a member of the Division's Insider Threat Hub and assisting the Security Program Manager (SPM) with annual self-assessments of compliance with insider threat policies and standards and report the results to the Senior Designated Official. Facilitating insider threat training, awareness, and reporting responsibilities issued pursuant to Department policy.
  • Developing, organizing, and implementing Continuity of Operations (COOP) programs.
  • Ensuring that the Division is compliant with the Department's National Crime Information Center and Fingerprint policies, procedures, rules and regulations to include annual audits of the program.
  • Overseeing the Division's Key Control System which includes instructing employees on combination safe operations, changing safe combinations, ordering locks, keys, changing key cores at ATR offices.
  • Serving as the Collateral Duty Safety Officer (CDSO) monitoring and checking AED equipment, scheduling CPR, First Aid and AED training. Conducting periodic safety inspections of Division offices to include annual OSHA and employee injury reporting to the Department's Safety office.
  • Working with the SPM with the Self-Inspection Program and annual documentation for National Security Information.
  • Conducting annual Interagency Security Committee (ISC) certifications for all Division offices.

Qualifications

To qualify for this position applicants must possess one year of specialized experience at or equivalent to the next lower grade as listed below. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described below, and that is typically in or related to the position to be filled.

To qualify at the GS-12 level, applicants must possess one year of specialized experience at or equivalent to the GS-11 level. EXAMPLES of qualifying specialized experience at the GS-11 level include:
  • Investigating and assessing a variety of unusual physical security problems;
  • Participating in a higher level organization's physical and access controls;
  • Conducting vulnerability assessments and surveys of COOP facilities and planning in order to identify specific vulnerabilities; and
  • Developing, implementing, and conducting COOP exercises to test organization's readiness.

To qualify at the GS-13 level, applicants must possess at least one year of specialized experience at or equivalent to the GS-12 level. EXAMPLES of qualifying specialized experience at the GS-12 level include:
  • Writing emergency preparedness plans;
  • Conducting COOP simulation exercises;
  • Using administrative level access control to program cardkey computer terminals;
  • Conducting Facility Security Assessment site surveys;
  • Laying out restricted or controlled areas; and
  • Providing training on physical security, as well as the proper handling and safeguarding of sensitive and classified information.
