He/she must be able to confidently engage a wide range of audiences, build relationships with stakeholders, demonstrate superior analytic capability, promote technical innovation, provide tactical analytical support to emergent requirements, and assist this new program in developing a strategic analytic approach.

Responsibilities

As a PERSONNEL SECURITY SPECIALIST (Functional Program Analyst) you will be responsible for the following duties:
  • Performs as a member of a team that supports the onboarding of the 120+ Federal Agencies and 10,000+ Cleared Industry Companies into the National Background Investigation Services (NBIS) system.
  • Provides training, guidance, and support to Federal Agency and Cleared Industry teams that train-the-trainers in each organization to successfully configure their organization and provision users in the NBIS system in support of the whole-of-government implementation of Trusted Workforce 2.0.
  • Provides program analyst/ program management support within the NBIS PEO PDO programs to include: managing program cost, schedule, technical performance, risk, budgets, acquisitions, and contracts.
  • Responsible for orchestrating, leading, and overseeing program functions to include: gathering requirements; governing the program's development lifecycle; ensuring detailed needs assessments are conducted; building and leading teams; developing and communicating messaging; analyzing metrics; creating reports; managing and enhancing the customer experience; liaising and aligning across organizational boundaries; and conducting in-depth system capability and stakeholder needs assessments.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Use of personnel security, suitability, and Department of Defense (DoD) and National policy, and processes to include pertinent DoD and Federal statutes, regulations, guidelines, and instructions governing the Personnel Security Programs.
  • Develop and recommend new applications, policies, or procedures or implementing provisions for use in personnel security and the background vetting mission.
  • Provide functional expertise in support of National Background Investigative Services deployment and onboarding initiatives related to Personnel Security.
  • Advises on policy, and training impacts and requirements as it relates to onboarding Federal Agencies and Cleared Industry into National Background Investigative Services.
  • Working knowledge of Personnel Security Program and/or Insider Threat Program to support the development of business enterprise architecture (process flow maps, system views, data models and etc.).

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
