Summary

The position is located in the Division of Intramural Research (DIR), Office of the Scientific Director (OSD), Animal Program (AP).

Responsibilities

  • Advise the Scientific Director and Institute Director on animal care, use and welfare issues which affect the Institute.
  • Monitor and evaluate the impact of federal and state legislation affecting the use of animals in biomedical research, and guide the Institute through compliance with federal and local regulatory controls regarding animal care and use.
  • Oversee all laboratory animal care and research programs supporting investigations into the mechanisms, diagnosis, prevention and treatment of environmentally based diseases.
  • Manage a program to provide and maintain high-quality laboratory animals and experimental services to intramural research scientists.
  • Serve as an Institute specialist and advisor on programs of animal care and use, and serve on high level committees addressing various issues relating to animal care and use.
  • Conceive, plan, conduct, and coordinate independent and collaborative studies that pertain to animal husbandry, disease diagnostics and treatment, mating systems, colony management, technical and surgical refinements, and environmental control.
  • As Director, exercise general, technical, and administrative control through subordinate professional staff; and establish internal policies, procedures, and criteria for determining priorities.
  • Guide the continuing education/professional development of the Division?s veterinary staff to ensure clinical competency, research expertise and managerial ability.
  • Represent NHLBI on various NIH, PHS, or other government or non-government committees, task forces, or conferences regarding the care and use of laboratory animals in biomedical research and testing.

Qualifications

You qualify for GS-0701, if you meet one of the following qualification requirements:
Degree:
  • Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, www.avma.org , has a listing of all AVMA-accredited veterinary medical schools. OR
  • Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, www.avma.org for information about schools in this category) must meet one of the following requirements.
    • Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG).
    • Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
    • Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program).
      • Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:
        • Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE.
        • Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, and 6.0 in writing.
        • Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, and 50 in writing.

You qualify at the GS-15 level, if you meet both of the following qualification requirements:
Experience:
  • Scientific presentations before professional groups; publication of medical reports in professional journals or publications; participation in seminars, advisory/working groups, and research groups; mastery of clinical medicine; or other related activities that contribute to the advancement of veterinary medical science are positive indicators of the quality of an applicant's experience. However, articles on the care of pets written for the general public would not be considered professional publications or qualifying specialized experience. AND
  • One year of progressively responsible professional veterinary experience.
    • You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing a veterinary medical program supporting environmental disease research that involves complex and hazardous physical or biological agents; conceiving, formulating, establishing and coordinating the management of program activities, policies and objectives; establishing guidelines and procedures for animal care and use activities with regard to pertinent laws, acts, regulations, and policies; evaluating the effectiveness of programs and providing guidance on a veterinary medical program and animal health standards and criteria; and performing veterinary medical diagnostic, surgical and/or treatment services for one or more species of laboratory animals in a laboratory environment prior to and during research utilization.

Medical Requirements:
  • Individuals must be physically and mentally able to safely and efficiently perform the full range of duties of the position without creating hazards to themselves or others.
  • Veterinary Medical Officers who inspect or supervise inspection activities in privately owned slaughter houses and processing plants must meet specific medical standards and physical requirements established by the Food Safety and Inspection Service of the U.S. Department of Agriculture.
