Job DescriptionJob Description: Raytheon Enterprise Solutions is seeking an Engineering Manager (EM) to oversee software development, telecommunication, technical support, engineering, information security, and information technology (IT) design and O&M activities. The EM will also function as backup to the Program Manager, responsible for program oversight in the PM"s absence. The candidate will be responsible for executing the broad range of direct technical support provided to the customer mission. The EM will manage interdepartmental activities, coordinating with program management, finance, operations, and customer service departments to ensure compliance with established internal and corporate processes, policies and procedures. The EM will conduct and participate in technical meetings with internal personnel and customer representatives at various management levels. The EM"s duties include:Manage and direct the daily execution of the contract's technical requirements to assure cost, schedules and performance goals are metParticipate in development of overall objectives and long-range goals of the programFrequently interact with equivalent level managers and customer representatives concerning projects, engineering decisions, scheduling requirements, or contractual clarificationsConduct briefings and technical meetings for internal and external representativesPrepare and present when required at monthly program reviewsAdvise subordinate supervisors or staff members to meet schedules or resolve technical or operational issuesLead projects through development and implementation utilizing project planning, team building, recurring task management, and formal presentations to leadershipOversee information security compliance and configuration managementCoordinate resources to support program requirements including: assessing program re-capitalization plans; coordinating selection analysis for competitive vendor quotes; and managing technical subcontractor resourcesEstablish and maintain operating policies and procedures for subordinate departmentsGenerate and maintain program documentation. Interpret, execute, and recommend modifications to program policies and proceduresCoordinate with peers and program management to ensure policies and procedures contribute to successful execution of program requirementsParticipate in pre-proposal and proposal process for contracts by strategizing, interpreting requirements in Statement of Work (SOW), and developing Basis of Estimates (BOEs)Required Skills: Existing TS/SCI security clearance with full polygraphManaging and coordinating efforts of diverse teams to meet rapidly evolving technical and functional requirementsExperience in customer facing roles (orals, briefings, etc.)Excellent written, verbal and analytical skillsStrong coordination and organization skills, detail orientedSolid understanding of program risk relating to mission success and customer satisfactionExpert in information assurance and risk managementExpert in communication and information frameworks, including CDMA, OSI, and TCP/IPExperience leading projects using development and control frameworks, such as waterfall, Agile, DevOps, and CMMIExperience with project management methodologies, including PMF and PMBOK; and proficiency with MS-ProjectExperience with interviewing job candidates and assessing skills fitment to positionDesired Skills: Microsoft Visio and/or AutoCad experienceActive ISC2 CISSP credential Program Manager training or experienceRequired Education (including Major):Must have 15 years of professional engineering experienceMaster of Science Degree in STEM discipline or similar experienceThis position requires either a US Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.180157Raytheon is an Equal Opportunity/Affirmative Action employer.
