This position leads and manages the strategic development, integration, coordination and monitoring of workforce programs and services countywide aimed at ensuring economic opportunity for workers in Fairfax County. This exciting key role will interface with Fairfax County’s Office of Strategic Management, Department of Management and Budget, the Economic Development Authority, the Northern Virginia Workforce Investment Board as well as other public and private partners. As our Workforce Innovation Manager, coordinates, in partnership with internal and external stakeholders, innovative, equity-focused approaches to meet the workforce needs of the county’s diverse residents, ranging from accessible and affordable childcare to vocational training to job matching. Collaborates with county agencies to coordinate programs and services where appropriate for easier access for clients and increased effectiveness. Facilitates the development and monitoring of system performance and outcome measures and works with partners to evaluate the implementation of system-wide objectives; and performs related work as required.

Note: The assigned functional areas of this position are advocacy and outreach, strategic development of workforce programs and services, and the development and monitoring of performance outcome measures.

Illustrative Duties

Independently designs, develops, and coordinates ongoing department programs and special projects;
Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
Provides guidance, recommendations, and advice to departmental managers;
Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Required Knowledge Skills and Abilities

Ability to supervise and train staff;
Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver's license.

PREFERRED QUALIFICATIONS:
Bachelor’s degree in business administration, public administration, urban planning, or other related degree; master's degree preferred. Demonstrated, in-depth and current knowledge of regional (Northern Virginia) government municipality economic improvement and workforce development goals, initiatives and resources. Excellent analytical, organizational, and planning skills with an ability to drive and complete multiple projects with specific deadlines while responding to changing priorities. Excellent interpersonal, influencing and written and oral communication skills are essential.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a driving record check, and a Child Protective Services check.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift up or carry up to 25 lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodation.
