Job Announcement

Reston Community Center (RCC) seeks a highly motivated, detail-oriented individual to lead a team responsible for RCC procurement, HR functions and financial operations. This individual will be working in a fast-paced environment for an agency that is dedicated to serving the recreational, cultural and leisure-time pursuits of the community of Reston, Virginia. Duties are performed under the general supervision of the Director of Finance. Duties include:

  • Monitors and tracks Reston Community Center financial, payroll and procurement activities.
  • Reviews automated financial reports and ensures the highest degree of accuracy of the recording and collection of revenue, personnel and operating expenditures for Fund 40050.
  • Oversees the processing of accounting documents such as receipts/deposits, invoices, personnel and operating expenditures, and cost transfers.
  • Reviews and approves documents in FOCUS, the county's SAP-based Enterprise Resources Planning (ERP) application.
  • Ensures policies and procedures related to accounting, procurement, and personnel and payroll comply with county policy.
  • Plans and supervises work of two subordinates: Human Resources/Payroll and Procurement Specialists.
  • Plans for heavy hiring periods.
  • Oversees the process of recording of procurement of services and supplies for the agency.
  • Performs reconciliations and analysis of day-to-day expenditures and reports results to program units.
  • Provides guidance to program managers regarding financial and accounting matters.
  • Assists RCC’s Director of Finance in the yearly budget preparation, third quarter review, year-end closing and carryover processes.
  • Completes various projects, prepares analytical and statistical reports as directed.
  • Maintains knowledge of accounting principles.
  • Interprets various automated financial reports, and related policies and procedures.
  • Communicates effectively orally and in writing.
Note: The salary offer will not exceed the midpoint (or $69,073.47) of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

Required Knowledge Skills and Abilities

  • General knowledge of laws ordinances and regulations governing municipal finance;

  • Ability to complete budget documents in accordance with the Department of Management and Budget.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
  • Extensive knowledge of and experience with accounts payable, procurement, and budget practices, policies and procedures.
  • Knowledge and experience with processing transactions in the SAP FOCUS Procurement and Financial modules (or similar SAP-based procurement and financial modules) and familiarity with functional areas of Department of Procurement and Material Management, Human Resources, and Finance is preferred.
  • Strong analytical, computer, oral, and written communication skills.
  • Advanced proficiency in Microsoft Excel and Word, and the ability to do analysis and interpretation of fiscal and accounting data.
  • Experience with reconciliation of procurement cards.
  • Ability to develop and maintain spreadsheets for quantitative analysis and forecasting.
  • Ability to balance multiple priorities and consistently meet established deadlines.
  • Ability to work independently within established policies, procedures, and guidelines; analyze problems and recommend solutions; establish/maintain good working relationships; exercise tact, good judgment, and initiative; and demonstrate excellent customer service skills with both external and internal customers.


NECESSARY SPECIAL REQUIREMENTS:

The appointee to the position must satisfactorily complete a criminal background check and Child Protective Services Registry check as a condition of employment and periodically thereafter, as determined by the department head. Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor. Must be able to operate keyboard driven equipment. Ability to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
