Summary

This position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Probation and Pretrial Systems Division (PPSD), Delivery and Operation Branch and will report to the Division Chief. CMSO develops and maintains case management and related systems. The Technical Project Manager will provide technical services that include architectural & design, development, automation and deployment of systems in Probation and Pretrial Systems (PPS) portfolio.

Responsibilities

The CMSO/PPS Division, in collaboration with business, perform requirements analysis design, develop, test, deploy and maintain Automated Information Systems (AIS). The incumbent practices IT projects in the architecture/ design, development, test, implementation, maintenance, and modification of AIS. The incumbent serves as Technical Manager and evaluates, manages the development, testing and implementation of a wide range of Agile Information Technology projects. Performs technical analyses, conducts feasibility studies, and cost/benefit analyses. Leverages modern system development methods (Agile) through all phases of system development.

The Technical Project Manager is responsible for assessing technical risks and provides technical project planning, management and oversight for key initiatives and implementation projects, ensuring first that these initiatives and projects are closely aligned with CMSO's strategic priorities, and with an extremely high quality of deliverables. The incumbent is also responsible for researching new technologies, products, and standards which can be incorporated into the CMSO suite of applications. The Technical Project Manager position is a hands-on position. It will require interactions with other AO Departments to deliver services both from technical and business perspective.

Duties of the position include, but are not limited to:
  • Leading information technology projects related to integrated services with appropriate technologies, data and database management services, and software engineering Services.
  • Designing , developing, and implementing office-wide initiatives and ensuring integration with other legacy and new projects.
  • Working and collaborating with other technical staff as well as contractors in software development activities including design, development, code reviews, configuration, testing, deployment, maintenance, and enhancement of complex and large-scale technology automated information system projects.
  • Leading the design and development of advanced web applications, application programming interfaces (APIs).
  • Working with the development team to determine data integration between legacy systems and databases using a variety of software development tools.
  • Creating and presenting technical proposals, briefings, reports, recommendations and plans to management and various audiences.
  • Possessing excellent hands-on software architecture & design, programming, problem solving, ability to present complex technical information in a clear and concise manner to a variety of audiences and debugging skills and ability to communicate effectively, both written and verbal, with technical and non-technical multi-functional teams.
  • Presenting complex technical information in a clear and concise manner to a variety of audiences, which requires excellent oral and written communications, hands-on software architecture, design, programming, JAVA development expertise, and quality assurance testing, problem solving, and debugging skills.
  • Working closely with other divisional architects to ensure system design follows the industry best practices and standards that aligned with the Judiciary framework.
  • Reviewing security, architecture and design efforts to ensure acceptance and approval of deliverables.
  • Working closely with Agile teams and managing other AO technical staff, and working with external government agencies on several projects, ensuring projects are technically sound.
  • Providing regular status updates to senior management and in related status meetings through technical reports, dashboards, and presentations.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated technical enterprise architectural experience in software architecture, design, programming, JAVA development, quality assurance testing, and debugging.
