Summary

The Administrative Officer works in Fiscal Service located at the VA Medical Center in Richmond, Virginia. The primary purpose is to coordinate the administrative, operational and planning activities within the service and is responsible for the administrative management for Fiscal Service with the final authority resting with the Chief Financial Officer. The incumbent serves as and is charged with responsibility over budgetary administrative/activities and workflow etc.

Responsibilities

Serves as the administrative resource for Fiscal Service and oversees the administrative and budgetary assignments in day-to-day operations ensuring workload is accomplished on a priority basis.

Assists in development of Fiscal budget programs for the administrative service lines and ensures administrative and budgetary activities are in compliance.

Plans a systematic internal control which assures the financial management of the service is maintained in accordance with accepted budget/accounting practices.

Maintains program requirements/validation criteria for assigned organizations and directs service staff members to participate in cyclic or special evaluations.

Manages all administrative actions in the hiring process for Fiscal Service utilizing all available resources resulting in hiring of qualified candidates.

Ensure approved organizational chart, authorized position ceiling and assigned positions are current and accurate.

The Administrative Officer ensures all Position Descriptions (PDs) are up to date and makes changes as necessary.

Provides guidance and administrative support in developing or rewriting position descriptions, performance standards, and competency assessments. Develops, modifies and maintains competency folders.

Responsible for accurately administering personnel management actions often requiring dealing with procedural issues, which may be complex in nature. of all personnel action data on all employees within the service.

Assigned as an Automated Data Processing Application Coordinator (AOPAC) for Fiscal Service and is authorized to submit action requests of telephone, additional electronic equipment, furnishings, fixtures, and necessary items in coordination of service expansion and/or needs and the ability to assign/update service functionality system menus.

Attends meetings as alternate/designee to provide continuity, and obtains information provided to assure a smooth operation of the program and provide feedback.

Develops the need for and maintains an awareness of available resources, and makes recommendations to fiscal management regarding needs, distribution or redistribution of these resources.

Responsible for monitoring assigned fund control points.

Plans a system of internal control that assures fiscal management will be maintained on a sound basis.

Assists the Budget Analysts in developing and submission of clinical service budget requirements; performs frequent analysis of the status of request with respect to resource allocation and spending.

Expends budget as required and assists in reprogramming assigned budget as necessary to meet the needs of the medical service.

Assembles and compiles budget information.

Develops and maintains workload/resource monitors that detect appropriate and inappropriate use of resources.

Examines programs and recommends expanding, contracting, combining, separating or realigning them to best meet Veterans' health care needs most economically; directs and/or assists medical center staff in administrative research, management analyses, and development of reports of program plans; and performs assessments of Fiscal Service.

Analyzes procedures, methods, reporting requirements to eliminate duplication, improve procedures, reduce waste and improve methods of operation and recommends changes in procedures to the Chief Financial Officer.

Serves as the service subject matter expert on proper correspondence and provides assistance/training to other service members with regard to preparation of letters, memorandums, standard operating procedures, reports and other forms as deemed appropriate and possesses awareness of all policy/procedure changes.

Maintains the Chief Financial Officer's daily calendar, schedules appointments/meetings with knowledge of workload and importance of issues. Reminds the Chief of appointments and briefs the Chief on matters to be discussed

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement. Example: The position to be filled is a Administrative Officer, GS-341-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature. Typically the incumbent will sit to perform work functions, but there may be some walking, standing, reaching, stooping, bending, kneeling, crouching or carrying of light items.
