Responsibilities

The Senior Intelligence Research Specialist (IRS) of this position reports to a first line supervisor of the OI Headquarters Strategic Intelligence and Analysis Division. Incumbent supports and conforms to the mission directives, priorities, and goals established by the National Security Council, Office of the Director of National Intelligence, executive orders, Congress, as well as DHS, CBP, and OI leadership.

As a Senior IRS, the incumbent in this position is responsible for applying a full range of analytical knowledge, skills, and abilities to provide finished intelligence and intelligence products in support of operations.

Performs analytical tasks of the highest level of difficulty.

Incumbent gathers, evaluates, analyzes, and abstracts data from multiple or specific sources; produces finished analyses, reports and briefings; and formulates appropriate actions with regard to problem areas, technical, or administrative procedures, and policy recommendations.

Participates in CBP and DHS IE engagements, as well as those of other federal, international, and IC elements. Participates in intelligence-related boards, task forces, and work groups.

The incumbent works independently to plan and carry out wide-ranging assignments, determining the approach and applicable methodologies. Incumbent addresses complex issues and challenges with elegant solutions. Work products are normally reviewed by a division director, deputy director and supervisor for potential influence on broad CBP policy objectives and program goals. Incumbent works with the all levels of leadership to provide expert advice and guidance on the CBP intelligence processes and programs; and contributes to information sharing and collaboration with all IE and international partners. The incumbent has wide-reaching decision-making authority within the scope of his/her responsibilities and ensures intelligence programs are accomplished efficiently and effectively to meet goals and objectives of the CBP and DHS IE in the international area of responsibility. Within the guidelines established by management, makes independent decisions and provides expert advice and recommendations that are considered to be authoritative.

Qualifications

Qualifications required:

In order to fully support CBP border security operations in the international domain, this position requires mastery-level and authoritative knowledge of the CBP IE and international mission, functions, processes, policies, regulations, authorities, operations, and partnerships in multiple areas of responsibility, including:
  • All source research methods on a variety of topics including terrorism, transnational organized crime, illicit migration, narcotics smuggling, trade, and has the knowledge to determine implications to CBP's mission.
  • Practical knowledge of how information and data is collected to determine the reliability of the source and validity of the information.
  • The intelligence profession, including tradecraft, doctrine, procedures and, reporting.
  • Principles of administration, management planning, oversight, and resource utilization to enhance collections, analysis, production, and dissemination of intelligence.
  • Comprehensive knowledge of DHS and CBP organizational structure, operations and procedures, particularly as it pertains to providing expert advice to key DHS, CBP officials, and to garner support and endorsement from leaders of other organizational entities for ideas and policies.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
