These Management Analyst positions are located in Health Resources and Services Administration. The duty location for these positions is in Rockville, MD.

This is a HRSA Global recruitment that may be used by all HRSA Bureaus and Offices to fill positions.

Responsibilities

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

MAJOR DUTIES:

As a Management Analyst at the GS-9 and GS-11 levels, you serve as a staff analyst, evaluator and advisor to management on the effectiveness and efficiency of agencies, and their components to carry out their assigned programs and functions.

Your major duties and responsibilities include:
  • Applying various qualitative and quantitative methods for the analysis and evaluation of internal, organizational administrative operations to determine their efficiency and effectiveness.
  • Analyzing and evaluating the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.
  • Compiling data and preparing administrative status reports.
  • Reviewing internal processes and procedures, making recommendations for improvements to promote efficiency and cost savings.
  • Developing policies, guidelines, instructions and procedures for administrative and management requirements.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. In order to qualify for this GS-9 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:

Assisting in gathering quantitative and/or qualitative information from questionnaires, interviews, and studies, etc. to prepare statistical and/or narrative reports of those results; and, developing written recommendations on business, administrative and/ or management operations that target methods to enhance efficiency, effectiveness, and/or productivity of those operations.

OR
Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

In order to qualify for this GS-11 position, your resume must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:

Participating in the conduct of studies, surveys, focus groups, etc. to gather quantitative and/or qualitative data to assess organizational operations; developing reports of recommendations for modifying, revising work processes, procedural changes, acceptance of newly developed technology, etc.; and drafting administrative and management standards operating procedures and guidelines for use by internal staff.

OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. MANAGES AND ORGANIZES INFORMATION - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
