Summary

As a Human Resources Specialist (Human Resources Development) in the Office of Continuing Education, you will be responsible for the development, implementation and promotion of organization-wide training and professional development activities and services and providing employee development advice and counsel to managers and employees.

Two vacancies will be filled, to be located in either Washington, DC; Dallas, TX; or Chicago, IL.

Responsibilities

As a Human Resources Specialist (Human Resources Development), you will:
  • Perform market research to identify and select commercial solutions to satisfy organizational learning needs. Negotiate and procure services from government and commercial sources of off-the-shelf training and industry certifications. Identify information needed for vendor solicitations. Comply with purchase card requirements.
  • Lead or serve on special assignment teams collaborating on the development of project plans and deliverables, collection and analysis of data and preparation of briefings on findings and recommendations.
  • Counsel and advise on educational needs, educational sources, career development, employee development, and management improvement techniques and practices.
  • Review and provide input on training policy changes. Create and maintain guidance for supported CE programs including job aids and standard operating procedures.
  • Identify, develop and implement new, innovative approaches to streamline, refine and improve training delivery operations.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

Specialized Experience:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB IV band level. Examples of specialized experience for this position includes:
  • Researching and procuring training. AND
  • Assisting with training delivery. AND
  • Recommending training program improvements.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
