Responsibilities

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency's business processes. The CIO directs the development, implementation, maintenance, enhancement, and operation of the USPTO automated information systems and the development of supporting strategic and operational plans; manages the USPTO computer facilities, equipment, and telecommunications network; manages development, maintenance, and dissemination of patent and trademark information to the public.

The Office of Application Engineering and Development (AED) is responsible for the full life cycle management of the USPTO's automated information systems, consistent with the USPTO's strategic IT plans and supporting technical architecture. AED designs, develops the systems and validates that the business areas' functional and performance requirements are met prior to delivery to Operations for production testing and deployment.

As the IT PROJECT MANAGER for this position will be responsible for:
  • Participating in design reviews, contract negotiations, technical, and administrative requirements of contracts.
  • Monitoring project resource requirements, requisitions, cost, schedules and work for accomplishing the project.
  • Analyzing and identifying customer's information system requirements by designing or conducting analytical studies. cost-benefit analysis, or other research germane to the assigned projects.
  • Serving as a Project Manager (PjM) for multiple low to medium cost, low to medium impact and/or low to medium projects or one (or more high) project where the work primarily involves enhancements.

The physical worksite for this position is located in ALEXANDRIA,VA. However, OCIO is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when OCIO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience :is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.

Candidates for GS-13 grade level must have at least 52 weeks of specialized experience equivalent at the GS-12 grade level in the Federal service.

Specialized experience for this position includes all the following listed below:

1. Experience as a Project Manager leading software development projects

2.Experience utilizing SDLC methodologies (e.g. Waterfall and/or Agile/Scrum);

3. Experience managing software development projects that were developed using Web Frameworks (e.g. Spring MVC, Struts, MyFaces, Restlet, etc.) and/or Web Services (e.g. RESTful or SOAP based Web Services);

AND

Competencies: In addition to meeting the specialized experience requirements, you must have IT-related experience demonstrating these competencies:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education cannot be substituted for experience at this Grade level.
