Summary

This position is located in the Office of Federal Contract Compliance Programs (OFCCP). The purpose of OFCCP is to enforce the contractual promise of affirmative action and equal employment opportunity required of those who do business with the federal government.

This position is not in the bargaining unit and is at the full performance level, GS-11.

Responsibilities

At the GS-09 assignments are developmental; as the incumbent progresses, the assignments become more difficult and complex at the GS-11 full journeyman.

Duties for the GS-09:
  • Performs a variety of special projects of a sensitive nature affecting the administration and/or program direction.
  • Researches and drafts reports and reference materials.
  • Controls calendars of executive staff.
  • Receives visitors, telephone calls and correspondences and responds appropriately
  • Makes travel arrangements.
  • Develops briefing materials for the agency.
  • Arranges appointments and meetings for executive staff.
  • Assists the Freedom of Information Act (FOIA) staff in reviewing responsive records.
  • Works with OFCCP records officer(s) to inventory and prepare for transfer to NARA the permanent records of exiting CAPSTONE officials.

Duties for the GS-11:
  • Performs a variety of more complex special projects of a sensitive nature and provides recommendations.
  • Researches and drafts reports and reference materials of a sensitive nature for executive staff.
  • Controls calendars of executive staff.
  • Independently receives visitors, telephone calls and correspondences and responds appropriately, with little to no oversight.
  • Makes travel arrangements.
  • Develops briefing materials for the agency, to include coordinating with internal points of contact and external stakeholders to ensue agency leadership is fully briefed before traveling or attending an event.
  • Arranges appointments and meetings for executive staff.
  • Assists the Freedom of Information Act (FOIA) staff in reviewing responsive records, with little to no oversight to ensue personal identifiable information (PII) is not released, as well as, manages large FOIA requests that require multiple correspondences.
  • Works with OFCCP records officer(s) to inventory and prepare for transfer to NARA the permanent records of exiting CAPSTONE officials.

Qualifications

For the GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-07 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:
  • With some assistance or part of a team, performing a variety of special projects of a sensitive nature affecting the administration and/or program direction.
  • With some assistance or part of a team, presenting information in several formats which may include PowerPoint presentations, graphs, talking points, and written reports.
  • Responding personally to routine inquiries and phone calls.
  • With some oversight, coordinating and making travel arrangements for leadership and executive staff.
  • With some oversight, arranging appointments and meetings for executive staff members.
  • Assisting with Freedom of Information Act (FOIA) requests to ensure personal identifiable information (PII) is not released.
  • Communicating effectively with leadership and stake holders orally and in writing to convey programmatic information.
  • With some assistance or part of a team, performing, analyzing and recommending solutions to the day-to day administrative work.

OR

Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related

OR

A combination of experience and related graduate education.

Combining Education and Experience:

An equivalent combination of successfully completed related graduate (GS-09, GS-011) level education and specialized experience as described in the "Qualifications" section of this announcement, can be used to meet the total experience requirements for this position.
