This position is located in the U.S. Department of the Treasury, Under Secretary Terrorism and Financial Intelligence, Office of Foreign Assets Control (OFAC), Office of Sanctions Policy and Implementation, Licensing Division.

Responsibilities

The following are the duties of this position at the GS-14 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Advise on, and participate in, the decision-making process concerning highly sensitive and complex OFAC licensing cases and policies.
- Conduct special studies and projects and assist in the preparation of papers and reports pertaining to sanctions programs administered by OFAC. These projects and papers often cut across programmatic and functional lines within OFAC or Treasury.
- Recommend new or amended licensing policies, regulations, or operational procedures to enhance the administration of sanctions programs.
- Serve as an authoritative technical expert and resource in assessing training needs, designing and implementing a structured new employee training program, developing training paths and curriculum for all Licensing employees, developing and evaluating course content, and selecting effective instructional techniques and delivery methods.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-14: You must have one year of experience at the GS-13 level, or equivalent, that is directly related to the position as listed in this announcement which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for the GS-14 is defined as:
- Applying administrative laws, regulations, and guidelines concerning sanctions programs administered by Office of Foreign Assets Control (OFAC). An example of this could include, but is not limited to applying sanctions regulations to assist in preparing recommendations related to commercial or financial transactions, blocked assets, or humanitarian issues.; AND
- Assisting in evaluating current and proposed policies or programs to identify problems or issues that need further evaluation. An example of this would be evaluating proposed U.S. Government regulations to identify potential impact to organizational equities.; AND
- Conducting research and analysis to identify facts and issues, determine priorities, research precedents, organize relevant information, and/or apply law and policy to facts found. An example of this could include but is not limited to making a legal interpretation based on applicable administrative laws, regulations, and guidelines administered by OFAC; AND
- Designing and implementing training activities of an organization, such as creating job aids (checklists, standard operation procedures, etc.) or briefing training materials.

- Applying administrative laws, regulations, and guidelines concerning sanctions programs.; AND
- Researching facts and issues related to government regulations, organizing key points, and applying found policies/laws.; AND
- Assisting in the implementation of training activities of an organization, such as developing job aids (checklists, standard operation procedures, etc.) or briefing training materials.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
