Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Responsibilities

The incumbent is assigned to the Medical Care Clinical Center (MCCC) at the Veterans Affairs Maryland Health Care System (VAMHCS), Baltimore VA Medical Center and reports directly to the Cardiology Section Chief. The MCCC has ten specialty sections: Cardiology, Endocrinology/Diabetes, Hematology/Oncology, Hospitalist Program, Infectious Diseases, Nephrology, Pulmonary, Gastroenterology, Epidemiology and Rheumatology.

The Cardiology Nurse Practitioner will have an active full-time clinical presence in the section of Cardiology, providing 50% effort in support of a cardiac electrophysiology program to include; a) evaluation, management and education of patients with/or in need of ICDs, pacemakers or with heart rhythm abnormalities and b) maintenance of the local/national database of patients with devices. General cardiology support will include staffing various cardiac ambulatory clinics and diagnostic non-invasive testing within the department.

The Nurse Practitioner (NP) is responsible for facilitating the fulfillment of the VAMHCS mission, vision, and values. The incumbent performs at an advanced level of nursing practice characterized by application of the evidence in practice decision making and accompanied by increased complexity of clinical decision-making. The incumbent is a skilled health care provider who utilizes critical judgment in the performance of comprehensive health assessments, differential diagnosis, ordering of diagnostic tests and the prescribing of pharmacologic and non-pharmacologic treatment in the direct management of acute and chronic illness and disease. The NP may provide specialized treatments to specific patient populations. The NP practice promotes wellness and prevents illness and injury. The NP works autonomously and in the interdisciplinary teams as resources and consultants. The incumbent is responsible for providing consistent ANA Standards of Advanced Nursing Practice within the Clinical Center across a complex multi-hospital system. The NP is responsible for the provision of high-quality, customer-focused, cost effective care to specific patient populations. The NP ensures compliance of advanced nursing practice with all applicable local, community, VISN or National professional statues and regulations. The incumbent ensures that the practice of nursing is consistent with external standards such as The Joint Commission and internal standards such as the Clinical Practice Guidelines and the Performance Measures for preventive health and chronic disease management. The NP collaborates with other NPs and health care providers throughout the VAMHCS and within the community to exchange knowledge and share clinical expertise. The NP continually identifies opportunities for improvement and efficiency.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN ) or The Commission on Collegiate Nursing Education ( CCNE ). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • 3-5 years of NP experience highly desired.
  • Full and current certification as an adult or family Nurse Practitioner by a VA approved certifying body is required
  • A minimum of 2-3 years clinical experience in basic nursing practice is highly desired.
  • Nursing experience that includes the provision of care to Cardiology patients is highly desired
  • BLS is preferred

  • Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
    • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
    • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
    • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

    Physical Requirements: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all fulltime, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies.

    This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

    Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
