Responsibilities

This position is located within the Department of the Interior, Office of the Secretary, Deputy Assistant Secretary for Policy and Environmental Management, Office of Planning and Performance Management.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
  • Serves as a lead analyst for multiple projects and provides technical expertise for a variety of subjects that may include enterprise risk management and programmatic risk assessments, project management, performance, and/or evaluation. Analyzes issues and prepares comprehensive reports, develops recommendations.
  • Supports Department-wide program planning, budget formulation, and public accountability in compliance with legislation and guidance from the Office of Management and Budget (OMB), including: Foundations for Evidence-based Policymaking Act (Evidence Act), Government Performance Results Act Modernization Act of 2010 (GPRAMA), Program Management Improvement Accountability Act (PMIAA), and OMB Circular A-123.
  • Identifies and develops solutions to complex problems and challenges. Applies analytic principles to consider alternatives and determine benefits of new strategies and proposals.
  • Evaluates and develops Departmental policy, executive orders, regulations, manuals, and handbooks. Develops and leads communities of practice.
  • Works collaboratively with Department and Bureau/Office staff to build a culture of data and evidence-based decision making, better enabling the Department to achieve its mission.
  • OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Salary Range Information:
    GS-15: $144,128 - $172,500per annum.
    First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

    Qualifications

    To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.

    Specialized Experience:
    To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (must meet all)
  • Conducting and incorporating evaluation, performance measurement, risk management, and analytical principles to provide recommendations and reports to higher management.
  • Developing plans, reports, and presentations using complex data sets.
  • Gathering data, performing analysis, and documenting results that is used in identifying potential improvements within a large organization.
  • Managing large or complex programs/projects.
