Summary

This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for Formulating and communicating program objectives, plans and oversees the status and implementation of requirements, supporting programs and mission activities. Conducts/oversees the development of programs requirements, develops and updates the program's strategic plan and long-range financial/resource program projections.

Responsibilities

As a SUPERVISORY PROGRAM MANAGER (BUILDING CAPACITY) at the GS-0340-15 some of your typical work assignments may include:
  • Directs a professional, highly technical program in support of Agency and DoD building the countering WMD capabilities of partners under the various authorities DTRA works within.
  • Plans work to be accomplished by subordinates (supervisory and non-supervisory) sets priorities and assigns work based on priorities, difficulty, and requirements of assignments and capabilities of employees.
  • Makes decisions on technical and personnel problems presented by subordinates supervisors and finds or implements ways to eliminate significant bottlenecks and barriers to production, promote team building, and/or improve business practices.
  • Deals with officials of other units and organizations and advises management officials of higher rank; assures equity of performance standards; directs a program of significant resources.
  • Assists in the direction of major program segments with significant resource.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Knowledge and experience executing programs and communicating a wide array of highly specialized topics with experience in security cooperation and building partner capacity to combat WMD proliferation.
  • Ability to lead and manage a diverse organization and workforce utilizing a wide array of communications, writing, motivational, and organizational effectiveness tools.
  • Knowledge and experience allocating resources within a DoD organization to support senior leaders', program managers' and staffs' responsibilities related to program execution.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.Only experience and education obtained by the closing date of this announcement will be considered.
