Responsibilities

If selected, you will be placed in a position as a Budget Analyst, GS-0560-5/7/9 in the Information Technology Division.

WHAT IS THE
IRS CHIEF FINANCIAL OFFICER? The IRS Chief Financial Officer (CFO) organization is responsible for the custodial accounting of over $3.3 trillion in taxpayer payments, as well as for managing the IRS' $10+ Billion annual operating budget.


WHAT DOES A BUDGET ANALYST DO? As a Budget Analyst you will be responsible for providing leadership, coordinating budgetary functions and providing overall direction and guidance on these functions. In this position, you will perform a wide range of analytical, technical and advisory functions related to the budgetary process.

The following are the duties of a Budget Analyst at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
  • Evaluate, review, and monitor the resource justifications, allocations and use for assigned program area(s) with special emphasis on conformance with the Division business plan and the IRS strategic plan and performance measures
  • Research and provide periodic analysis of assigned program area(s) resource needs, usage and key budget issues. Identify & respond to budget issues within assigned area(s). Assess financial impact of management decisions on budget programs within assigned area(s).
  • Develop, review, and analyze resource proposals on Division programs; develop and coordinate budget submissions and justifications
  • Coordinate with the Strategic Planning and Budgeting Division of the Chief Financial Officer to facilitate Division responses to Treasury, OMB, and Congressional staffs involving Division financial plan resource matters
  • Provide technical advice and assistance on the status of budget submissions, and reviews changes and assesses program impact of budget cuts and/or legislative changes
  • Identify issues & develop forecasting patterns & projected budgetary & staffing requirements
  • Analyze estimates to identify imbalances among program areas & to reconcile estimates with current levels of expenditures & projected changes in work plans & staffing levels
  • Plan and execute labor resource requirements for salaries, benefits, and Full-Time Equivalents (FTE) for the assigned area for both the current plan execution year and subsequent year plan development
  • Monitor all support resources (e.g. equipment, services supplies, facilities, travel and training) for assigned area
  • Provide detailed analysis of expenditures & financial status regularly. With minimal guidance recommend & complete all budget reprogramming actions to assure optimum utilization of available resources & accomplishment of critical program objectives.

Recent Graduates (US Citizens/Nationals) completing a qualifying degree/certificate within the last 2 yrs. of this application date (or will graduate 9 months' from this application date) may apply. Qualifications

In the Recent Graduates Program you may qualify based solely on education, experience or a combination of both. You must meet the following requirements by the closing date of this announcement:

GS-05 LEVEL: You must have 3 years of general experience, which includes 1 year at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General experience for this position includes the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. OR
You may substitute education for general experience as follows: a Bachelor's degree or four year course of study leading to a Bachelor's degree from an accredited college or university.

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes a demonstrated knowledge of basic analysis (such as average cost per FTE); basic techniques of budget, financial and economic analysis, financial coding and skill in completing charts, tables, and graphs and interpreting data; and the ability to communicate clearly, orally and in writing. OR


You may substitute education for specialized experience as follows: 1 full academic year of graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR

Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes a demonstrated knowledge of collecting data with budget formulation, plan development, labor cost analysis, financial reviews, or budget execution; Performing basic analysis (such as average cost per FTE) of collected or provided data; Preparing charts, tables, and graphs for specific assignments including the formulation of the Division budget and period financial reviews; Ability to interpret and apply basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint. OR


You may substitute education for specialized experience as follows: 2 full academic years of progressively higher level graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR

a Master's or equivalent graduate degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields from an accredited college or university. OR an LL.B or J.D., if related.

ALL GRADES: You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.

*Veterans (as defined in 5 U.S.C. 2108 ) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

EDUCATION DOCUMENTATION:
