This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as a Safety and Occupational Safety Manager (SOH) for DTRA functions and operations.

Responsibilities

As a SAFETY AND OCCUPATIONAL HEALTH MANAGER at the GS-0018-13 some of your typical work assignments may include:
  • Uses program management skills and operational knowledge to ensure installation coordination, operations safety, Agency representation, facility operations and command level operations safety implementation. Plans, administers, coordinates, and evaluates a comprehensive operations safety program for DTRA and subordinate commands, installations, and activities.
  • Serves as an expert consultant on operations safety, representing DTRA to other DoD and Federal elements.
  • Formulates and establishes operational policy, guidance, plans, and direction for carrying out the DTRA ESOH Program in accordance with DTRA and DoD directives. Develops and coordinates on operational safety policies and standards for research, design, development, testing, movement, storage, maintenance, and renovation, of equipment, agents, munitions, and related materiel.
  • Policies and standards reflect technical knowledge of equipment, munitions, and related materiel. Coordinates safety policy and standards with operational safety community. Reviews and comments on new or revised Federal and DoD safety standards proposed for adoption.
  • Supports the construction safety program for all DTRA activities. Participates in construction planning meetings and reviews/approves designs and statement of work (SOW) to ensure all federal, state and local OSH regulations are considered and met prior to beginning construction operations.
  • Establishes safety procedures pertinent to each construction site. Reviews construction contractor and subcontractor safety plans. Ensures each construction operation has adequate safety oversight either personally or through coordination with other qualified SOH personnel.
  • Manages Agency-wide ESOH programs supporting over 2000 personnel for DTRA activities (that are geographically dispersed throughout the National Capital Region, other CONUS locations, Hawaii, Europe, Africa, and Asia); conducts permit required confined space entries (PRCS), emergency medical response exercises, training, evaluations, surveys of facilities, equipment, and operations for multiple organizational detachments engaged in widely dispersed and diversified activities.
  • Ensures that state-of-the-art operational safety management concepts, principles, and techniques are incorporated in to all aspects of the DTRA ESOH Program. Stays current in proposed technical and managerial developments in the operational safety field, and institutes actions to change the DTRA ESOH Program to ensure the program embodies the latest developments.
  • Applies managerial techniques in analyzing and evaluating operations safety data, reports, and test data. Participates in operational safety projects designed to enhance the program. Reviews safety program documents to ensure consistency with DTRA and DoD safety policy.
  • Provides management oversight of the performance of DTRA elements in fulfilling operational safety program objectives. Assesses the operating effectiveness of subordinate operational safety programs through the most resource effective means e.g., on-site evaluations or review of self-assessments.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Adapting the operational safety program of an evolving workplace using operational safety philosophy, health principles and regulations.
  • Plan, administer, coordinate, and evaluate operational safety programs and elements utilizing management concepts, principles, and techniques, as well as regulations from a variety of agencies

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0018 series.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.
