Responsibilities

At the entry level of this position, you will:
  • Conduct reviews of Architecture/Engineer (A/E) design plans to ensure physical security policy is interpreted and incorporated into EPA construction and renovation projects. Oversee project management for physical security upgrades and implementation of activities at all EPA locations nationwide.
  • Conduct surveys and physical inspections of EPA's owned and leased facilities to ensure appropriate identification and implementation of physical security measures. Evaluate EPA's security applications and implementation. Review assessments to determine effectiveness of existing security practices.
  • Implement and have knowledge of security procedures and nationwide policies from cradle to grave to include ongoing and future physical security upgrades. Participate with team members on projects and serves as a contracting officers' representative.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full time experience equivalent to the GS-12 level defined as experience with Homeland Security Presidential Directive - 12 (HSPD-12) Physical Access Control Software (PACS) typology, equipment and technics for electronic security systems related to software and hardware products; and senior level experience and COR level 2 qualifications with complex, high value, mission critical contracts while performing significant project management activities and functions.

To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as experience with Homeland Security Presidential Directive - 12 (HSPD-12) Physical Access Control Software (PACS) typology, equipment and technics for electronic security systems related to software and hardware products; and senior level experience and COR level 3 qualifications with complex, high value, mission critical contracts while performing significant project management activities and functions.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:
  • Ability to review and coordinate physical security design plans that incorporates physical security policy and guidelines in EPA construction and renovation projects nationwide.
  • Skill in interpreting and implementing physical security policies and guidelines.
  • Ability to analyze, interpret and evaluate technical documents and data associated with physical security at EPA facilities nationwide.
  • Ability to collaborate with stakeholders at the national level to include senior management.
  • Knowledge of federal contracting regulations sufficient to develop funding instruments and the completion of Independent Government Costs Estimates (IGCE) and Inter-agency Agreement involving physical security requirements.
  • Knowledge of Inter-Agency Security Committee standards, publications, Executive Orders and federal policies related to security and emergency management, facility security levels, risk management processes security systems, CCV systems, HSPD-12 and Personal Identify Verification Card (PIV) systems.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
