Arlington County is an exciting, innovative local government entity located in Northern Virginia. We are seeking bright, highly motivated individuals for an exciting one-year Internship in a variety of positions across the County. These positions offer a career opportunity to qualified individuals with little or no previous professional work experience to help them prepare for a career in a variety of fields of work. This Internship will provide new college graduates and currently enrolled graduate students with in-depth, hands-on learning opportunities in areas critical to supporting local government initiatives while participating in a developmental and training cohort with peers.

Internship
Over the course of a year, Interns work under the mentorship and supervision of senior staff members to gain valuable on-the-job training and real-world work experience. They support the County's efforts to consistently work toward greater efficiency and effectiveness by offering improved processes and fresh ideas, and by leveraging smart technologies, while becoming familiar with the public-sector work environment as a viable and fulfilling career path.

Program Participation
2020 and 2021 college graduates with a minimum GPA of 3.0 and who have no professional work experience in an area related to the internship are welcome to apply. Applications will be considered from candidates who have earned a Bachelor's or Master's degree in 2020 or 2021 prior to the start date of the Internship or who are currently enrolled in a Master's degree program related to the internship.

Data Engineer/Business Intelligence & Optimization Intern:

The Department of Environmental Services (DES) is hiring an intern for the Business Improvement and Optimization (BIO) program in the Decision Support Division to streamline data integration processes, strengthen data analysis and analytics capabilities, improve operational efficiency and enable better business decisions for DES managers. As a member of the team, you will collaborate with business units across the department in areas including environmental services and operations, transportation, public works, finance and HR to uncover business insights through implementation of analytics solutions and dashboard tools. We strive to enhance customer experience and optimize business performance by extending capabilities of existing systems, evaluating new technologies, and automating data integration and workflow processes.

Duties:
  • Collaborate with internal stakeholders and other business units on reporting and analytical projects, including gathering and documenting business requirements, understanding and analyzing data sources and data flows;
  • Design, build, maintain, and enhance data models, ETL processes, and work flows to support business and analytical needs in DES;
  • Perform data validation, cleansing, transformation, and advanced analytics using SQL, Python, and R;
  • Build custom connections and ETL processes from various data sources using web APIs; and
  • Develop reports/dashboards and provide technical assistance to business users on effective use of current reporting and analytical tools.


Selection Criteria

*We anticipate filling these positions between July 1, 2021 and September 2021. Therefore, applications will be accepted from candidates graduating with an undergraduate degree no later than August 2021 and from candidates currently pursuing a Master's Degree in their field.

Minimum:
  • Must have earned a Bachelor's or Master's degree in 2020 or 2021 prior to the start date of the Internship or are currently enrolled in a Master's degree program related to the internship;
  • Interns may not have professional work experience related to the internship; and
  • G.P.A. of 3.0 or above. Applicants may be asked to provide certified official transcripts.
Degree Requirements : Computer Science, Engineering, Information Systems, Operations Management, or a closely related field.
Desirables: Preference may be given to candidates with experience in one or more of the following.
  • Demonstrated use and/or academic coursework in the following:
  • Relational database design, data modeling, data cleansing, data integration and/or data visualization;
  • Programming in SQL, Python, DAX, PowerQuery, JavaScript, and/or C#;
  • Processing and analyzing XML, JSON, and/or spatial data;
  • Microsoft SQL Server, Power BI, SSIS, and/or ArcGIS;
  • Microsoft Azure and/or AWS; and/or
  • Web Services and RESTful APIs.

Additional Information

Work Hours: Monday through Friday, 8:30 a.m.- 5:30 p.m., 40 hours/week, with some flexibility.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
