Summary

This position is located in Refugee, Asylum and International Operations Directorate, Asylum Division, Arlington Asylum Office.

As a Management and Program Analyst you will oversee important tools and operations that touch the work of every member of RAIO's staff, from interns to the Associate Director. They ensure that our collaboration tools, specifically the Electronic Collaboration Network, run effectively and are designed to make work as efficient as possible.

Responsibilities

  • The responsibilities described are for the GS-12 level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Perform analyses and communicate results effectively.
  • Work with leadership to make processes more effective and successfully achieve Asylum goals.
  • Find efficiencies and opportunities to improve operations, and then take the necessary steps to get management's support to carry out those new initiatives.
  • Develop project analyses and compile reports articulating tangible/intangible data and identify significant findings including but not limited to staffing models, volume projections, and forecast modeling.
  • Analyze and evaluate, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives.
  • Manage projects or initiatives that involve interpretation of policy issues, technical and complex processes to ensure a balance of quality, timeliness, priorities, and mission requirements.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on the closing date of this announcement.

This position is in the bargaining unit.

This position is not considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Providing assistance to higher graded analysts by developing background information for studies;
  • Researching documents;
  • Compiling and charting statistical data;
  • Gathering, summarizing, and analyzing information for incorporation into final reports;
  • Carrying out specified portions or segments of specific projects; and,
  • Identifying and recommending solutions to problems.

OR
  • You may also substitute successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. OR L.L.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 36 semester hours should be considered as satisfying the 2 years of full-time study requirement.

GS-11: In addition to the requirements at the lower grade level(s), to qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Monitoring, tracking, and responding to customer inquiries in a timely manner in accordance with established timelines;
  • Working in PowerPoint, Excel, Word, ECN, and PALMS;
  • Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology;
  • Analyzing prepared statistical data periodically; identify areas requiring correction, and take appropriate action;
  • Developing data required for use in the management and direction of programs;
  • Conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures.

OR
  • You may substitute a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

GS-12: In addition to the requirements at the lower grade level(s), to qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Assisting with data management and analysis to help management make important operation and policy decision;
  • Performing statistical analysis relevant to laws, precedents, and policies to analyze problems within an organization;
  • Assisting with program studies to evaluate the effectiveness and efficiency of the program;
  • Responding to policy and program inquiries and information.
