Responsibilities

As a INTELLIGENCE RESEARCH SPECIALIST you will be responsible for the following duties:
  • Responsible for analysis, production, and dissemination of counterintelligence (CI) data and information of concern to the inspection treaty community and U.S. Intelligence elements.
  • Applies knowledge of foreign intelligence entity (FIE) operations and terrorist modus operandi, in formulating studies and recommendations relating to comprehensive CI and security countermeasures coverage of current and proposed arms control related treaties and agreements, technology research and development, WMD preparedness, threat reduction, and combat support.
  • Under the general guidance of the CI Analysis Branch Chief, organizes and conducts major CI research projects or continuing project activity as directed.
  • Assigned projects generally lead to the production of in-depth CI studies and assessments and durable intelligence products.
  • These products involve the integration of all aspects of the multidisciplinary capabilities and activities of foreign intelligence entities (FIE), the threat posed by FIEs (overt or clandestine), and the threat posed by international terrorism.
  • These projects will normally require tasking and coordination of input from various DTRA elements and extensive contact and coordination with other agencies and private contractors.
  • Responsible for developing and implementing the conceptual, methodological, and problem solving aspects of assigned projects.
  • Maintain a high level of knowledge in assigned areas of responsibility.
  • Within assigned CI subject matter fields, responsible for keeping abreast of significant developments and insuring that top level agency officials are briefed, or otherwise kept apprised of, developments which could impact agency or supported elements' missions, planning, and policy.
  • Undertakes exploratory projects upon which future CI products or research methodologies may be predicated.
  • Prepares position papers, decision briefings, etc. to justify approaches to validated and exploratory projects.
  • Provide routine updates to analytical databases as required.
  • As a subject matter expert, is expected to work independently, making decisions and recommendations within the scope of assigned duties and policy guidance.
  • Identifies and recommends collection requirements based on production tasking, gaps in available information, and/or analytical requirements.

Occasional travel - Short-notice OCONUS or CONUS travel in the performance of temporary assignment may be required up to 20% of Duty Time.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, abilities necessary to successfully perform the duties of the position. Experience must be reflected in your resume.

Specialized experience required for the GS-13 position is:
  • Working as analyst in counterintelligence analysis.
  • Experience with CI analysis supporting research and technology efforts.
  • Experience in writing in-depth analytical assessments.
  • Specifically you will be evaluated on the following competencies:

    3. Communication

    Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    Superior Academic Achievement does not apply to DCIPS positions.

    Applicants selected from this announcement may be required to serve a two-year trial period. If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.
