  • You will serve as a technical expert working on administrative and operational matters associated with patent preparation, prosecution and maintenance.
  • You will provide administrative support in matters involving intellectual property, contract law, civilian personnel law and related matters.
  • You will interpret, understand, and apply applicable sections of the laws and regulations related to intellectual property.
  • You will input and retrieve data from U.S. Patent and Trademark Office (USPTO) the USPTO's Patent Application Information Retrieval (PAIR) system, and the USPTO's Electronic Filing System.
  • You will assist intellectual property attorneys in complying with USPTO rules and practices, Navy policies and procedures, including security; drafts and disseminates correspondence and effectively maintains patent files.
  • You will be responsible for assembling, evaluating and analyzing pertinent facts and evidence related to inventions, invention rights, and patent applications.
  • You will receive patent disclosures and work with inventors to ensure that all necessary forms and information is submitted and complete.
  • You will prepare Patent Application Forms; Application Data Sheets, Information Disclosure Statements, and Patent Transmittal Sheets, all of which are to be signed by patent counsel.
  • You will prepare Assignment and Declaration documents, work with inventors to ensure the information is accurate, and signed by the inventor.
  • You will assist in administering the processes for the patent program, responsible for initiating and composing legal documents, as well as, updating and maintaining the local patent database.
  • You will provide administrative assistance to office attorneys in the area of intellectual property involving patent preparation, prosecution and maintenance.

NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5/8 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Preparing and maintaining legal documents and databases to assist in the administrative support of patent programs.

NT-2: Your resume must also demonstrate at least three years of general experience, one year of which was at or equivalent to the NT-1 pay band (GS-1/4 equivalent) in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.


Education may be substituted for general experience as follows:

  • Successful completion of a full four-year course of study leading to a bachelor's degree; OR
  • A combination of experience and education as described above that equates to one year of experience.

  • Successful completion of a master's or equivalent graduate degree; OR
  • Successful completion of 2 full years of progressively higher level graduate education leading to such a degree OR
  • Successful completion of LL.B. or J.D., if related OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
