Responsibilities

  • Directs the collection and analysis of data from various sources to evaluate the effectiveness and efficiency of resource plans and to measure results and performance.
  • Develops and manages the DCMAIT Budget program evaluation plans, procedures and methodologies to ensure compliance with the financial management Regulation and OMB guidance.
  • Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
  • Develops and analyzes life cycle cost to evaluate projected and actual costs and ensure that each project is appropriately funded.
  • Ensures program planning and management actions comply with current fiscal and financial management policies and procedures, reviews program status reports to assure financial programs are executed in accordance with program baseline plans.

Qualifications

To qualify for a Program Analyst, applicants must possess:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector.

Creditable specialized experience includes:
  • Experience collecting and analyzing cost information and data to assess cos, schedule, and performance.
  • Reporting efficiency and effectiveness of resource plans; and planning resource allocation.
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
