Duties

Summary

Responsibilities

  • Provides technical oversight for one or more of the major security program functional areas and serves as a primary source of information and guidance in those specialty security areas.
  • Advises mangers on new developments and advances in security processes, procedures, systems, and/or devices in related specialty areas.
  • Responsible for the coordination and execution of an effective personnel Security program for senior colleges and university components.
  • Implements plans and procedures for the internal safeguarding of classified material and access.
  • Provides Security Education in the premier center of Joint Professional Military Education.
  • Organizes and conducts security training sessions for NDU personnel, briefs newly assigned personnel on security requirements, and debriefs personnel upon departure from NDU.
  • Provides policy, guidance and oversight to COMSEC programs.
  • Manages personnel security investigations and clearances; reviews and analyzes results of investigations; and coordinates security requirements for individuals that include military, civilian employee, consultant, or contractor personnel.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 for the GS-11 andGS-11 for the GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-09 Specialized Experience is the ability to: independently escalating difficult and complex information security issues, experience coordinating and monitoring administrative functions and activities for an organization.

GS-11 Specialized Experience is the ability to: independently resolving difficult and complex information security issues and multi-discipline security programs goals and objectives.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree MUST provide transcripts to validate substitute of education claim.

GS-12: Education is not substitutable for specialized experience for this grade level.

Background or Security Investigation: This is a Top Secret position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret security determination to occupy a Sensitive Critical position within the agency as a condition of employment.

Initial Probationary Period: You will be required to serve an initial probationary period of two years if one has not already been completed.
