Summary

Position is located in the U.S. Department of Labor, Employment and Training Administration (ETA), Office of Policy Development and Research (OPDR) in Washington, D.C. OPDR supports ETA policies and investments to improve the public workforce system by analyzing, formulating, and recommending legislative, regulatory and policy changes, managing performance accountability through data analysis and strategic planning, and using data and evidence-based information to support decision-making.

Responsibilities

This position is outside of the Bargaining Unit.
  • Advises and assists the Administrator and other ETA executive staff on all matters within the scope of Division responsibility. Manages and directs Division programs and coordinates Division activities with other offices throughout ETA.
  • Manages Division resources strategically to ensure high performance, greater public accountability, quality service, and customer satisfaction.
  • Advises and assists ETA Administrators on policy relating to the national workforce development system and related programs.
  • Serves as the spokesperson and focal point for activities and issues within the scope of Division responsibility.
  • Brings the voice of stakeholders and partners into the organization's policy development activities.
  • Develops resource implementation plans to accomplish Division goals by establishing systems and methods to assure proper resource management. Modifies resource allocation in response to changes in plans, goals, or conditions. Fosters a commitment to a team approach to work. Continually improves work processes and the cost effectiveness of products and services. Evaluates and measures the quality of products and services. Applies state-of-the-art technologies to generate new ideas and solve problems.
  • Assesses the talents and capabilities of staff. Creates an environment which is conducive to staff thinking and resolving problems creatively and encourages confidence in making sound and well-informed decisions.
  • Interacts with other Division Directors within the organization, officials at all levels within ETA and DOL, officials of other Federal agencies, Congressional staffers, and State, local and interest group leaders to share information and learn their viewpoints about trends which may affect program-related policies and operations.
  • Promotes and sustains positive relationships with stakeholders and partners. Nurtures the interrelationship between ETA and Division programs/systems with other Federal/State employment, training, and income maintenance programs.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized experience is typically in or directly related to the work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and actual experience to perform successfully the duties of the position, and that is typically in or related to the work of the position.

Specialized experience for this position MUST include ALL of the following statements:

· Experience in managing complex employment and training programs and activities in which policy, legislative and regulatory alternatives are developed and implemented.
· Experience in applying knowledge of employment and training programs, policies, legislation, regulation and requirements to manage federally-funded programs.
· Experience establishing and maintaining collaborative and cooperative relationships with peers, senior officials in Federal, State, Local and/or Public Entities.
· Experience with employment and training programs authorized under the Workforce Innovation and Opportunity Act (WIOA) and other workforce related programs such as Trade Adjustment Assistance (TAA), Unemployment Insurance (UI) and others.
