About the Position: The work affects Army policies and procedures for manpower and equipment requirement determination, and approval of manpower and equipment requirements for all of Army installations. Overall Army structure decisions are achieved based on the detailed technical and quantitative analysis of the incumbent.

Responsibilities

  • Attend and assist in the command plan scrub process and assists the community of interest as required. Present all work products to a Team Leader or Branch Chief prior to external review and staffing.
  • Create new and updated force documentation which reflect HQDA approved mission, manpower, equipment, and force structure decisions.
  • Prepare the base Tables of Organization and Equipment (TOEs) and the associated modernization.
  • Develop and review requirements documents based on Unit Reference Sheets (URSs) received from an Army Proponent School/Center and authorizations documents built IAW HQDA force management guidance.
  • Apply extensive understanding of tactics, techniques, communications, doctrine, military operations, supply, maintenance, mobility, power generation, and command/control capabilities.
  • Ensure personnel and equipment requirements are in accordance with sound judgment and HQDA-approved doctrine, organizational concepts, staffing criteria, force management decisions for assigned documents.
  • Build modification TOEs (MTOEs) and Augmentation Tables of Distribution and Allowances (AUGTDAs) per HQDA manning and equipping guidance.
  • Analyze and recommend actions on Army Command (ACOM) request for exception to MTOE standardization.
  • Prepare explanatory records for all document changes and historical rationale.
  • Continuously maintain the existing Force Documentation database to ensure business rules are followed, and data is current, accurate, and complete.
  • Analyze recommendations for Military Occupational Specialty (MOS) or standards of grade changes. Conduct cyclic reviews of TOE and Out of Cycle changes to MTOEs to maintain currency with HQDA guidance.
  • Conduct liaison with the community of interest involving manpower, equipment, and force structure to permit maximum lead-time for planning and production.
  • Provide advice and assistance on matters of organization, requirements, and authorization document format, ADP procedures, and data management.
  • Develop and maintain skills in the utilization of computer systems (FMS, TDA Builder, FMSWeb) associated with the development of Force Documentation.
  • Assist the community of interest in the development of draft force documentation support analysis of new force structure organizations from Force Design Updates (FDU) or top down driven requirements (OGP, TWV, FFRs etc).
  • Perform organization structure, workforce staffing/utilization analyses on the organization design, to identify and develop improvements in efficiency and ensure that each organization document reflects minimum requirements.

GS-11: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: experience in force management, analytical/evaluative methods, and a general understanding of manpower and materiel requirements and authorizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).OREducation Substitution for Specialized Experience for the GS-11: Successful completion of a PH.D. or equivalent doctoral degree, related to the work of this position or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in or related to the work of this position, from an accredited college or university.(Note: You must attach a copy of your transcripts.)ORCombination of Specialized Experience and Education for the GS-11: I have some specialized experience described above but less than one year; and I have more than two years of graduate level education, but less than three years of graduate level education as described above.
