Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent provides the necessary authority, management, and alignment of resources to direct common reporting, access, and input of information and data across the Joint Staff, Combatant Commands (CCMDs), and Services.

Responsibilities

As a Supervisory Program Analyst (Knowledge & Information Management) at the GS-0343-15 some of your typical work assignments may include:
  • Serves as the Joint Staff's Chief Knowledge Officer (CKO) and is therefore the primary advocate and advisor to JS leadership on knowledge management (KM) requirements, battle rhythm, and business transformation initiatives; develops and implements policy and program guidance; and actively promotes knowledge management (KM) initiatives within the Joint Staff, Combatant Commands, and support organizations.
  • Synchronizes data sources supporting informed decisions to orient the organization holistically towards process improvement and/or re-engineering, trains the staff to optimize collaborative environments, and provides guidance through knowledge management (KM) channels across the DoD and external partners.
  • Provides executive-level advice to JS senior leadership on knowledge management (KM) issues by systematically identifying, collecting, reviewing, sharing, and applying industry best practices.
  • Maintains awareness of JS information management, technological, and process improvement needs, and possesses the authority to directly coordinate actions required to determine solutions that satisfy essential knowledge management (KM) needs.
  • Develops, implements, and maintains JS Battle Rhythm and BP Management by aligning Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WGs) in time to support the Chairman's decision making, provision of military advice, and provision of guidance to the Joint Force, across all JS planning horizons and directorates.
  • Develops, promulgates, implements, and validates the proper application of Joint Staff knowledge management (KM) strategy, policy, guidance, training, education and standards of practice.
  • Supervises subordinate branches and teams composed of civilian and contractor personnel (Knowledge Management Specialists, Information Management Specialists, Knowledge Engineers, and Business Process Analysts

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-15 grade level in the Federal service:
1. Analyzes and evaluates the methodology and impact of a knowledge management (KM) program and information management strategy.
2. Develops Knowledge Management strategic plans that synchronizes technology policy, program guidance, doctrine, training, education, material, resource management, information management, intelligence activities, and operations.
3. Oversees agency Information Management (IM), Records Management, Battle Rhythm and Business Process (BP) Improvements, Data Management and Analytics, Organizational Management and Learning, Project Management and Strategic Communications.
4. Performs short- and long-term planning, analytical, resource management, communication, and/or technical functions to meet organizational goals and objectives for a Knowledge management program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
