You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Comptroller Department Budget and Execution Division of NAVACADEMY.

Responsibilities

  • You will advise on work in all phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) System.
  • You will analyze costs and benefits of alternate methods of financial management of organizations programs and administrative operations.
  • You will review and evaluate budget requests, controls, and reporting of obligations and expenditures for cost centers.
  • You will conduct performance reviews of financial programs to evaluate the reliability, efficiency and effectiveness of the organization and formulate solutions and make recommendations to better utilize resources and improve mission effectiveness.
  • You will formulate internal controls for financial operations to ensure proper stewardship of federal resources.
  • You will provides supervision and leadership to financial analysts and financial technicians; planning and assigning work, establishing priorities, setting schedules, and developing individual performance plans.

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing formal systems for planning, reviewing, and executing the allocation of all Operation and Maintenance (O&M) funds for a complex organization; 2) Evaluating and formulating budget estimates to support organizational programs and ensure compliance with applicable government policies and regulations; 3) Monitoring budget execution of assigned appropriations to identify variances and resolve significant issues; and 4) Utilizing federal administrative and financial management systems to track and certify financial transactions.
