Responsibilities

  • Reviews contract modifications for updating the Mechanization of Contract Administrative System (MOCAS).
  • Provides statistical analysis of contracting team performance.
  • Performs administrative tasks for team members in support of simple, fixed-price contracts.
  • Develops Shared Data Warehouse (SDW) queries for establishment of measurable, mission-related goals.
  • Researches databases to determine accuracy of contractual documents.
  • Compares abstract data with contract to ensure proper placement in Contract Administration Report (CAR).
  • Reviews forms and printouts to route actions to contracting team members.
  • Recommends solutions to team members for issues with specific contractual terms or conditions.
  • Advises contractors and Defense Accounting Service about contractual compliance.
  • Initiates inquiries to obtain missing contract modifications.

Qualifications

To qualify for a Procurement Technician, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-06 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS)positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.Creditable specialized experience includes:
  • Performing technical and administrative contracting support by updating, maintaining and verifying contract documents.
  • Resolving routine or reoccurring contract content, formatting issues, and discrepancies to support contract close out actions.
  • Inputting data to an automated procurement database to compile and extract data for statistical reports.
  • Experience communicating with customers/contractors to discuss and attempt to resolve contract terms.
B. Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

    • Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).
  • For Military Spouse Preference (MSP): You must provide a signed Military Spouse PPP Self-certification Checklist , PCS orders/verification of duty location assignment, a copy of marriage certificate or license and documents as listed on the Military Spouse PPP Self-certification Checklist.
