Responsibilities

You will serve as the Infrastructure Services Division Supply Management Specialist (CYBER) and be responsible for managing the package of support functions required to field and maintain the readiness and operational capability of cybersecurity systems and components.

Typical work assignments include:
  • Develop methods to monitor and measure risk, compliance, and assurance efforts
  • Develop and document supply chain risks for critical system elements, as appropriate
  • Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives
  • Works with senior level staff member to assist in the development and review of sensitive information including pre-decisional and/or embargoed IT budget, workforce, and organizational changes pertaining to program system development and operations
  • Negotiates for the acceptance of agency positions on key Government-wide policy initiatives exercising judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring
  • Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems
  • Works with the Division Chief and/or higher-graded analysts to coordinate Resource Proposal (RP) preparation for C5I systems, the formal process through which resources are either requested or terminated for programs and assets
  • Routinely exercises judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience may include the following:
  • Providing professional financial services to implement and maintain budgets, acquisitions and other financial policies and programs
  • Working closely with stakeholders to develop effective contract monitoring strategies, audit strategies, and cost reduction strategies, including contract management, contract audit and risk management plans
  • Developing and implementing configuration management for Infrastructure Services
  • Supporting acquisitions/financial staff related to acquisition and budget by planning and conducting special studies, personally or through team members, providing advice to managers, and preparing acquisition strategies and procurement requirements in support of the programs
  • Formulating and recommending plans to improve office-wide program policies, practices, and methods
  • Analyzing and evaluating the effectiveness of program operations; developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; and advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations
  • Managing administrative functions include budget, human resources, training, travel, contract administration, etc. according to administrative and program policies and management directives, procedures, and program requirements
  • Analyzing, developing, and providing guidance to executive management, unit management and staff on a broad variety of complex government contract matters, providing high level oversight on budget management, governmental and appropriated laws, and contractual requirements
  • Ability to effectively communicate, both orally and in writing, and to present well-considered and sound suggestions
  • Knowledge of analytical tools and methodology for management issues and programs
  • Knowledge of and experience in performing configuration identification of components, subsystems, systems, software, and higher-level assemblies (HLA's) in accordance with approved configuration management plan for assigned systems and/or assets

OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR Combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following:
  • Providing professional financial services to implement and maintain budgets, acquisitions and other financial policies and programs

  • Developing and implementing configuration management for Infrastructure Services
